Donor Database Management Consultant At International Organization for Migration

The Regional Office undertakes several support and oversight roles to ensure compliance to IOM institutional approaches and to improve the quality of programming in the region. These roles include technical guidance on policy, project development, monitoring and evaluation, review and editing of documents for internal and external circulation. The Regional Support Unit (RSU) undertakes a support function for the Regional Office and IOM countries within the East and Horn of Africa region. The goal of the unit is to contribute to effective, flexible, and comprehensive migration management solutions, through improved accountability to institutional standards, external engagement and use of knowledge.

Under the auspices of the regional Knowledge Management project, the consultant will support the development of donor information to aid IOM in the region more strategically engage with donors in the region.

The unit’s donor engagement and liaison remit aims to support missions to strengthen their engagement with donors. However, current information on donors is not comprehensive and is not in a form that can be easily shared and accessed. Through the regional Knowledge Management project a regional donor Sharepoint will be established and products from this consultancy will be included as key resources.

Supervision:

Under the overall guidance of the Regional Director and the direct supervision of the Regional Project Development Officer, the successful candidate will assist the Regional Support Unit to populate and implement donor database management system which will support improved donor knowledge management. The consultant will undertake research on donors active in the region and using this data amend and populate the donor database and develop tools and processes to aid extraction and utilization of donor data.

RESPONSIBILITIES AND ACCOUNTABILITIES

  1. Undertake research on donors active in the region, collecting key variables including, but not limited to, coverage, contact, strategies, M&E, visibility, auditing requirements etc.
  2. Review, improve and update existing donor database structure (excel), adding new variables (such as visibility and auditing requirements).
  3. Populate the donor database with new data and updating existing donor information as necessary.
  4. Develop SOP’s related to database use and management to support the maintenance of the database, including data standards, procedures, and definitions for the data dictionary (metadata).

EDUCATION AND EXPERIENCE

  • Degree in Computer Science, Statistics, Information Technology
  • Three years working experience in IT and/or Knowledge Management.
  • Research collecting and collating data from multiple sources such as internet, face to face and literature review.
  • Demonstrated knowledge of spreadsheet and database packages.
  • Exposure to an international environment and/or with humanitarian organizations is desired.

SKILLS

  • Excellent track record on system development.
  • Good understanding of Information Management Tools.
  • Background in knowledge management and/or communication an asset.
  • Excellent communication, coordination and collaboration skills.
  • Excellent writing skills.
  • Ability to analyse and critique requirements and make recommendations on possible solution designs.
  • Excellent computer skills (MS Office, SharePoint, etc).
  • Ability to complete work independently, incorporate feedback, and deliver on time.
  • Flexibility, tolerance and capacity to work in a team.
  • Ability to come up with innovative and creative solutions to operational challenges.
  • Ability to work effectively and harmoniously in a team of colleagues of varied cultural and professional backgrounds.

LANGUAGES

Required: Fluency in English is required (oral and written).
