This work intentionally builds capacity in targeted regions, with Miyamoto’s technical team acting as a catalyst to support and train local experts, leaders and laborers. Miyamoto leads with world-class technical inputs to help governments and communities turn data into decisions that mitigate damage, increase preparedness, sustain economies, and save lives.

Miyamoto has had a presence in Haiti since 2010, following the 2010 earthquake. The country’s disaster authorities and first responders had limited capacity to administer, manage or execute much-needed damage assessments for hundreds of thousands of buildings. Although Miyamoto led the effort to assess more than 400,000 buildings, natural disasters such as Hurricane Matthew in 2016 devastated Haiti again and left many structures that are still in various states of disrepair today. In 2018, Miyamoto and the Government of Haiti began a program funded by USAID/OFDA (now USAID/BHA) to develop a sustainable post-earthquake and post-hurricane damage assessment system and improve preparedness and resilience. Program partners identified additional needs during this successful program, which trained over 150 engineers in rapid damage assessment. These needs were then addressed in the 2019-2020 program, including expanded training of rapid and detailed damage assessments, public education about better building practices and increased technical training for public officials.

Responsibilities

The Program Manager will be based in Cap Haitien or its surrounding, Haiti. He/she will report to the Country Manager in Haiti. The Program Manager will also receive support from Miyamoto’s International Development Unit, including engineers and risk management specialists based in the U.S. and throughout the region.

The PM is responsible for the overall timely and quality delivery for all program deliverables and activities in the North of Haiti.

This includes, but is not limited to the following:

  • Engagement and coordination with national and local stakeholders.
  • Implementation of workshops, trainings and conferences.
  • Data collection and information management for internal and donor reports.
  • Development of key message and communications tools, including success stories and content for social media.
  • Represent Miyamoto with high-level partners in the North of Haiti.
  • Serve as security focal point for the project in the North of Haiti.

Candidate Profile

The desired candidate will have a minimum of 5-8 years professional experience managing USAID or other externally funded international development programs in Haiti.

Education

  • University degree in engineering, public policy, international affairs/development or relevant field. Graduate degree preferred.

Knowledge/Skills/Experience

  • Advanced knowledge of disaster risk management principles and concepts, particularly as they relate to earthquake risk.
  • Advanced knowledge of construction best practices, particularly as they relate to resilient infrastructure and techniques to strengthen seismic resistance.
  • Demonstrated ability and experience working with government counterparts and leading high-level partner meetings.
  • Demonstrated ability and experience facilitating technical discussions involving diverse government and private sector stakeholders.
  • Demonstrated ability and experience researching, editing and writing strategy/technical documents, policy papers and program reports.
  • Advanced knowledge of monitoring and evaluation methods and tools.
  • Familiarity with USAID rules and regulations for grant management preferred.
  • Professional fluency in French, Creole and English.
