Context:

Established in 1951, the International Organization for Migration (IOM) is the leading intergovernmental organization in the field of migration and is committed to the principle that humane and orderly migration benefits migrants and society. IOM is part of the United Nations system, as a related organization. With 174 member states, 8 observer states and offices in over 100 countries, IOM handles approximately USD 2 billion in contracts each year. As part of its updated business processes, IOM has recently introduced contract automation software. This vacancy has arisen in the context of a global roll out of the software, which needs constant improvement and maintenance in response to IOM’s business needs.

Under the overall guidance and supervision of the Division Head, Contract Law Division, Office of Legal Affairs and direct supervision of the Senior Legal Officer (Legal Business Manager), and in close coordination with the ICT Division, the successful candidate will manage and support the global roll out of the contract automation software, develop and disseminate internal communication materials, serve as primary user community focal point, design and establish a feedback mechanism to capture evolving country office needs, and develop and provide capacity building and training sessions to staff members including the creation of tutorials and other support materials.

Core Functions / Responsibilities:

  1. Manage and substantively support the global roll out, implementation, testing, evolution and maintenance of the technology solutions of LEG.
  2. Plan, design and conduct training on the use of the LEG technology solutions for strategic LEG stakeholders, including through the creation of online training sessions, tutorials, technical and user documentation, awareness raising information and other support materials.
  3. Develop the strategy for, and manage and ensure the evolution, enhancement, integration and maintenance of LEG technology solutions to expand templates and options, adjust to country-specific needs and evolving organizational requirements. Lead feasibility studies and LEG business solutions analysis, assess performance and ensure the resolution of operational problems.
  4. Analyze, evaluate and optimize contract review workflows and performance to enhance business value and eliminate unnecessary contract reviews to the extent possible through automation and digital business solutions.
  5. Substantively support the design, preparation, implementation and integration of LEG technology solutions with other IOM ICT Global solutions and platforms.
  6. Negotiate, advise and coordinate with the ICT Division to ensure stability and accessibility of LEG technology solutions.
  7. Serve as the primary technical focal point for CAFÉ end-user community concerns and suggestions, extensively consulting and interfacing with users, other applications and systems.
  8. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Law, Public International Law, or a related field from an accredited academic institution with five years of relevant professional experience; or,

• University degree in the above fields with seven years of relevant professional experience

• Professional Certifications in IT project management methodologies (PRINCE2, PMI or Agile/SCRUM) would be an advantage.

Experience

• Demonstrated experience leading or co-leading the management, implementation and support of technology solutions for the legal profession is a distinct advantage;

• Demonstrated knowledge and experience liaising, negotiating and managing working relationships with software developers for applications development and/or support teams; preferably with an emphasis on application to the legal profession;

• Demonstrated progressively responsible experience in planning, design, implementing and/or maintaining of technology solutions for the legal profession.

• Change management and project management experience including developing and preparing internal communications documents;

• Experience in contract preparation.

Skills

• Ability to influence, lead and communicate at all levels and across multiple lines of business with high motivation, enthusiasm, and dedication to deliver results within strict timeframes.

• Ability to work in a fast-paced multi-location environment including managing across multiple teams, functions and organizations often outside ‘standard’ working hours, leveraging IT systems;

• Effective resource management skills, strategic and creative thinking.

• Proficiency with end-user-level Microsoft Office and collaboration tools (in particular: Word, Excel, PowerPoint, MS Project, Visio, Teams, SharePoint).

• Ability to prioritize tasks and strong organizational skills.

• Ability to develop clear and concise technical and business proposals for discussions with stakeholders and technical counterparts alike.

• Ability to supervise and direct staff under critical and stressful situations, with a demonstrated ability to build staff capacities at an operational level in humanitarian emergencies and/or major data collection operations;

• Teamwork in legal technology context;

• Excellent analytical and decision-making skills;

• Excellent communication skills;

• Effective problem-solving approach, ability to work in a cross-divisional team and ability to quickly understand IOM business processes.

Languages

IOM’s official languages are English, French, and Spanish.
