Coordination within UNRWA
- Ensure regular coordination on MHPSS across UNRWA programmes and units, particularly in the Health, Education and RSS programmes, enabling inter-departmental collaboration and referral, flagging gaps and potential duplication, and ensuring a harmonised approach as necessary.
- Promote and champion MHPSS across UNRWA programmes and units in Lebanon.
- Provide overall support on MHPSS to LFO in terms of strategy; provide support and inputs on staff care initiatives as needed, working closely with HR.
- Provide support to other programmes and units as needed, including Youth Unit, PIO and PSO/DRU.
- Maintain an overview of capacity of all MHPSS services and plans within UNRWA, including activities and resources in different departments.
Data gathering and trends analysis
- Support programmes to develop/update data collection mechanisms and establish data gathering and trends analysis across programmes.
- Lead and maintain a regular analysis of internal and external MHPSS trends to be shared with MHPSS staff, programme chiefs and FO
Technical expertise
- Design, maintain and develop protocols, guidance documents, SOPs and tools for inter-departmental MHPSS work at LFO in line with UNRWA guidance and practices, including referrals, working closely with programmes; support programmes to ensure that all relevant staff are able to use these.
- Support programmes to identify capacity building needs, advise on training content and resource trainers, supervision mechanisms, or facilitate trainings as appropriate and agreed with the programmes.
- Advise UNRWA programmes to ensure that national and international standards and best practices are integrated into service delivery
- On request, provide specific, day to day case-work support related to the intervention plans developed for beneficiaries and assessment/intervention skills of frontline staff
- Conducts field visits to UNRWA installation in coordination with programme staff, to support MHPSS activities when needed.
- Update MHPSS staff on new national and international developments and best practices and identify and facilitate professional development opportunities for all MHPSS staff in coordination with programmes.
Programme management
- Initiates and supports the mobilisation of MHPSS resources for Protection Unit, and when requested, across all programmes.
- On request, may support other programmes in MHPSS programme management, monitoring, evaluation and reporting.
Support to protection priorities
- Works closely with Protection and programme staff to ensure synergies on cross-cutting issues that are linked to MHPSS; including GBV, CP and disability inclusion.
- Designs and implements MHPSS programming at a community level through the protection programme, in collaboration with established community groups and committees, as well as external partners.
- Ensure effective monitoring and reporting on MHPSS activities implemented in Protection.
Coordination with external actors
- Facilitate the maintenance of an up to date mapping of external MHPSS services in collaboration with all programmes, and support referrals to these.
- Represent UNRWA in MHPSS coordination with relevant government authorities and external partners to optimize MHPSS service delivery to Palestine refugees in Lebanon, including interagency coordination through the National MHPSS Taskforce.8 years’ experience
