Context:

The International Organization for Migration (IOM) is one of the major humanitarian and development actor in Somalia. IOM Shelter/NFI program currently implements projects focused on in-kind distributions as well as Cash Based Interventions. The program also maintains the common supply pipeline for cluster partners.

In this context, IOM is recruiting Monitoring, Evaluation, Accountability and Learning (MEAL) Officer based in Nairobi to assist in organizing and maintaining improvements to the Monitoring and Evaluation (M&E) system for Shelter and NFI interventions in Somalia.

Under the overall supervision of Head, Operations & Humanitarian Response, the direct supervision of Programme Coordinator (Shelter & NFI) and the technical supervision of M&E Officer (Preparedness and Response Division (PRD)), the successful candidate is responsible for tracking and following up on the preparation and dissemination of highquality reports that accurately represent IOM’s programming and its impact in close collaboration with other units. The Monitoring, Evaluation, Accountability and Learning (MEAL) Officer will also provide specific inputs to facilitate the use of monitoring and evaluation results to help improve the quality of existing program interventions, to inform and justify future interventions, and to provide feedback to partners and communities.

Core Functions / Responsibilities:

  1. Upon instruction, provide specific inputs for the development and/or updating of M&E tools, databases and monthly reporting formats in close collaboration with Programme Coordinator, M&E Officer and Field Staff.
  2. Participate in data audits and analysis for high quality data collection and compilation of grant reports as per log frame indicators showing targets versus actuals based on a monthly action plan to share with Programme Coordinator.
  3. Collect and compile data and information on effective and sustainable feedback mechanisms in close collaboration with organizations.
  4. Provide inputs for the development and rollout of an accountability framework and check that the operational delivery is set to highest standard following project requirements.
  5. Maintain access to various M&E tools developed progressively in the implementation process.
  6. Participate in research activities to feed into new initiatives that expand the work of the programme. Relevant areas may include but are not limited to Transitional Shelter Solutions leading to Durable Housing and community led local build solutions.
  7. Based on developed standards and guidelines, as well as upon instruction, contribute to the improvement of operational delivery of activities to help mainstream cross-cutting themes such as inclusion of vulnerable groups, gender, environment, Accountability to Affected Population (AAP), etc.
  8. Participate in assigned learning sessions based on M&E findings including challenges encountered, mitigation measures and how challenges affect program implementation to help inform ongoing and future activities.
  9. Assist in supervising the Monitoring and Evaluation Assistant.
  10. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Economics, Social Science, International Development, Project monitoring and management, or related field from an accredited academic institution; or

• University degree in the above fields with two years of relevant professional experience.

Experience

• Experience in M&E and in Cash Based Interventions;

• Experience working with programmes related to Shelter and NFI;

• Experience working in humanitarian programmes for migrants and Internally Displaced

Persons;

• Experience in facilitating capacity building for diverse colleagues, including partner organizations;

• Experience working with an international organization is an advantage.

Skills

• In depth knowledge of the broad range of M&E related subject areas dealt with/by the

Organization;

• Knowledge of Shelter and Settlement programming;

• Ability to work independently with limited day-to-day support;

• Demonstrated ability to transfer knowledge to diverse audiences through training, mentoring, and other formal and non-formal method.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).

For all applicants, fluency in English is required (oral and written). Working knowledge of Somali is an advantage.
