Established in 1951, IOM is a Related Organization of the United Nations, and as the leading

UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Internal and external candidates will be considered for this vacancy. For the purposes of this vacancy, internal candidates are defined as staff members holding a regular, fixed-term or short-term graded or ungraded contract, including Junior Professional Officers (JPOs), staff on Special Leave Without Pay (SLWOP), and staff members on secondment/loan released by the Organization, unless otherwise specified in their contract. Staff members holding a regular, fixed-term or short-term graded contract will not retain their contract type if appointed to an ungraded position.

Context:

Under its Migrant Assistance and Counter-Trafficking Unit (MACTU), the International Organization for Migration (IOM) Thailand implements a range of national and regional projects aimed at addressing migration challenges and delivering increased protection and assistance to vulnerable migrants in partnership with government, civil society and private sector counterparts.

In particular, the Bureau of Population, Refugees and Migration (PRM)-funded “Asia Regional Migration Program” aims to build the capacity of government counterparts in the region in migration management and emergency migration management with a particular view to strengthening protection interventions in both crisis and non-crisis contexts. This includes a focus on promoting uptake and application of the Guidelines to Protect Migrants in Countries Experiencing Conflict or Natural Disaster, also known as the Migrants In Countries In Crisis (MICIC) Guidelines.

Under the overall supervision of the Head of MACTU and the direct supervision of the Programme Support Officer, the successful candidate will be responsible for supporting the implementation and monitoring of emergency migration management activities under the “Asia Regional Migration Program”, as well as other relevant programming activities under MACTU’s programming portfolio.

Core Functions / Responsibilities:

  1. Provide specialized support to the planning and implementation of emergency migration management activities in Thailand and other “Asia Regional Migration Program” countries.
  2. Monitor the implementation of activities in line with agreed project documents, budgets, timelines, indicators, results and other project requirements and propose adjustments as necessary.
  3. Provide technical guidance and monitoring support to staff and colleagues in the field, to ensure that all activities are conducted in accordance with project work plans and that field staff are supported when encountering any challenges in implementation. Support the supervision of other staff, consultants and interns as assigned.
  4. Coordinate the development of reports on project implementation; provide inputs on activities conducted in accordance with donor requirements.
  5. Maintain relationships with government counterparts, project partners, private sector partners, United Nations (UN) agencies, Non-Governmental Organizations (NGOs), Community-Based Organizations (CBOs) and any other key stakeholders.
  6. Liaise with government counterparts, local authorities, private sector counterparts, NGOs and CBOs to coordinate smooth implementation of project activities.
  7. Monitor government policies as they relate to project activities, including policies on emergency migration management and inclusion of migrants in disaster preparedness and response, and provide updates on important policy developments to project staff.
  8. As requested by supervisor, participate in select meetings, conferences and events in relation to emergency migration management, and prepare relevant reports accordingly.
  9. Provide technical support to the organization and coordination of project activities and events, such as capacity building workshops and meetings.
  10. Provide technical inputs to the development of contingency plans or emergency migration management policy documents. Ensure gender and Protection against Sexual Exploitation and Abuse (PSEA) are mainstreamed throughout.
  11. Support the Head of the MACTU and the Programme Support Officer in seeking additional funding opportunities for emergency migration management programming in Thailand.
  12. Undertake skills development opportunities and trainings as required in order to enhance professional and technical capacities.
  13. In coordination with Communications colleagues, and in compliance with project visibility guidelines, support production and strategic dissemination of communication materials to document project activities, achievements and impacts in the form of Press Briefing Notes, social media updates, website content, project information sheets and brochures, and other material as relevant.
  14. As required by supervisor, undertake travel duty relating to programming, monitoring, liaison with counterparts, and project development.
  15. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Political or Social Sciences, Development Studies, International Relations

or a related field from an accredited academic institution; or

• University degree in the above fields with two years of relevant professional experience.

Experience

• Demonstrated experience in supporting the implementation of programming related to migrant protection, crisis preparedness and response, and emergency migration management;

• Experience in liaising with government authorities, inter-governmental institutions, UN

agencies and national and international NGOs;

• Demonstrated experience and understanding of the migration context in Thailand and

Southeast Asia, and of the vulnerabilities experienced by migrant populations.

Skills

• Familiarity with Camp Coordination and Camp Management (CCCM), the MICIC Guidelines, IOM’s Migration Crisis Operational Framework (MCOF) and IOM’s Displacement Tracking Matrix (DTM) will be considered a distinct advantage.

• Excellent writing, communication and negotiation skills.

• Excellent analytical abilities and demonstrated capacity to draft and edit technical documents.

• Strong interpersonal skills and ability to maintain trust and good working relationships with counterparts.

• Capacity for creative thinking.

• Team-oriented, but with capacity to work independently and with minimal supervision.

• Personal commitment, efficiency, and flexibility.

• Strong organizational and time management skills, and ability to deliver under tight timelines.

• Understanding of IOM policies, procedures and institutional tools will be considered an advantage.

Languages

IOM’s official languages are English, French and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).

For all applicants, fluency in English is required (oral and written). Fluency in Thai, Lao, Myanmar or Khmer is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
