ROLE PURPOSE:
The post holder will lead the Supply Chain function according to SCI policies and procedures. This position is responsible for effective supply chain support to programme implementation and field office operations according to the threshold of the Scheme of Delegation (SOD) and maintaining compliance with record keeping and reporting as per the system requirements.
In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

KEY AREAS OF ACCOUNTABILITY :
Maintain systems and capacity:
· Ensure FO is capable to deliver the supply chain function according to SCI systems and policies:
· Working closely with the DTL, and CO supply chain team, to define staffing levels is adequate, role and responsibilities are clarified and collaborative team work in matrix is established across departments.
· Ensure all supply chain new policies and systems are implemented in timely fashion.
· In coordination with the DTL and the CO/FO supply chain ensure quality documentation and quality standards are met.
· Work closely with any audit assigned internally or externally as defined/requested.
· Prepare and attend the regular monthly supply chain meetings with the FO supply chain ensuring all concerns received are addressed in timely fashion**.**
Supply Chain Planning:
· Working with programme implementation and support function, develop the CO annual procurement, fleet, assets/warehousing planning process (sourcing pipeline), ensuring the right sourcing strategies are in place, documentation, reporting to the DTL and regular review, tracking and updates on timely fashion. Provide analytics and contribute to the review of fleet policy and systems ensuring compliance with SCI policies.
· Assist the DTL to understand the plan requirements including needed budget and resources.
· Assess partners’ capacities in supply chain, develop capacity building plans and system upgrades required and support implementation team in partners’ capacity building. Contribute to risk analysis and recommend mitigation/needs actions.
· Contribute to the costing process of new proposal development and maintain market data and incorporate previous learnings to improve the competitiveness.
· Contribute to the development and implementing programme for the function in the field office.
Supply Chain management:
· Ensure timely delivery of services and supplies in line with SCI principles and policies in CO.
· Lead all procurement (formal quotation processes) in appropriate consultation with DTL.
· Responsible for implementing and delivering CO standard reporting in timely fashion and accurately. Ensure effective measures action to maintain relevant KPIs in good shape.
· Responsible (if applicable) for managing warehouse systems and contribute to managing complex supply chain operations. Provide analytics on various alternatives and feasibility.
Staff and Partners capacity building:
· Provide needed training and capacity building to FOs/ programme office and new staff.
· Ensure CO is up to date and prepared for roll out of new systems, coach, train and support budget holders, Contribute to the evaluation of systems roll and lessons learned and needed follow up.
· With implementation team, deliver training and capacity component for partners as per the plans.
· Provide trainings to suppliers with the deployment of S2P and other essential trainings.
· Participate in training opportunities identified for development.
Ensure compliance with Child Safeguarding Policy
· Ensure all suppliers are trained on Child Safeguarding and in compliance in the CO/FOs procurements and business interaction.
· Provide advice and support for CO/FOs to ensure compliance related to the supply chain business cycle.

QUALIFICATIONS
Master’s degree in Supply Chain, Business, Economics or any other related field. (practical experience equivalent will be considered) with substantial post qualification experience
EXPERIENCE AND SKILLS
Essential
- At least 5 years prior INGO experience in Supply Chain and/or operational management, within a complex/large scale country programme and in emergency response/humanitarian environments.
- Substantial experience in all technical areas of Supply Chain operations including procurement, logistics, transport/distribution, warehousing and stock management, fleet management, asset management.
- Experience of developing / implementing a complex international supply chain to support different types of programmes and coordinating resources to meet the programmes objectives
- Proven track-record in managing and supervising others in supply chain, including training, capacity building & mentoring
- Ability to synthesize and analyze complex information, and make clear, informed decisions
- Experience of advising and supporting others at all levels with supply chain aspects of a programme, including strategic thinking, planning & donor relations
- Ability to build positive & productive relationships quickly with a wide range of stakeholders, both internally and externally
- Excellent planning, management and coordination skills, with the ability to organize a substantial workload comprised of complex, diverse tasks and responsibilities
- Strong communication (written and spoken), and interpersonal skills in English and Urdu
- Ability to prioritise, plan ahead, and manage a complex and diverse workload with tight deadlines.
· Self-starter who is willing to go the extra mile to get the job done.
- Excellent understanding of computerised accounts packages, Excel, PowerPoint and Word.

Desirable
- Experience of working in an emergency context.
· Understanding of major donor compliance regulations (USAID, EC, DFID, ECHO, OFTA, etc).**
· Previous experience/exposure to automated systems for procurements.
