International Human Resources Manager

POSITION SUMMARY:

HIAS seeks an International Human Resources Manager to support the International Human Resources team and to guide related services, support and capacity building globally. This role will report to the Senior Director, International Human Resources. The ideal candidate is a highly-motivated, committed and driven individual who is passionate about international human resources and seeks to provide customer service and organizational strength.

ESSENTIAL FUNCTIONS:

  • Supports International Human Resources function, with particular focus on support of Country Offices, field staff, regional staff and international Headquarters staff.
  • Reviews, drafts, updates and implements policies and procedures across the organization.
  • Ensures global alignment in human resources policies, systems and standards across the country offices, conducting periodic operational audits.
  • Develops onboarding program for new Country Office employees, consultants and interns.
  • Drives staff development and creates training plans.
  • Develops, drafts and implements international assignment agreements and employment contracts.
  • Develops and implements performance management across the Country Offices, in partnership with Country Directors and Country Office leadership.
  • Partners with Finance & Innovation and Programs staff on the selection and management of external vendors for tax, immigration and payroll, ensuring cost-effective solutions and contractual agreements.
  • Maintains compliance with host country and U.S. regulations, and provides consistency and equity in the management of HIAS’ global human resources activities.
  • Provides day-to-day service in all aspects of international human resources.
  • Serves as International Human Resources staff representative for related working groups.
  • Supports Emergency Department to develop and manage an emergency response roster and ensure adequate emergency response staffing for timely and quality response; helps to develop framework and data system, supports recruiting for external candidates and supports design of the internal roster system for secondment of staff at the HQ and regional level.

QUALIFICATIONS & REQUIREMENTS:

  • Undergraduate degree in Business, Human Resources Management or related field required.
  • 4-6 years of relevant experience, with international/field experience strongly preferred.
  • Demonstrated experience effectively working with a large group of individuals from diverse cultural, ethnic and national backgrounds.
  • Strong creative problem-solving skills with the ability to develop and implement practical solutions.
  • Experience delivering effective presentations and training material to a variety of audiences preferred.
  • Ability to research and learn employment law for various countries within the regions supported by this position.
  • Experience compiling and presenting accurate and timely periodic reports.
  • Results-oriented with strong customer-service skills, and ability to operate at all levels of an organization and in highly complex environments.
  • Ability to build strong relationships, earn client trust and effectively influence decision-making across the organization.
  • Ability to work effectively within a multi-cultural organization with a demonstrated ability to harmonize processes, policies, programs and best practices.
  • Ability to manage difficult situations with tact, diplomacy and confidentiality.
  • Excellent interpersonal, organizational and communication skills, both oral and written, to include strong editing and proofreading.
  • English fluency required, with fluency in French, Arabic or Spanish strongly preferred.
  • Expertise with HRIS platforms and Microsoft Office.
  • Ability to travel internationally up to 10% of the time.
