Context:
Under the overall supervision of the Deputy Chief of Mission, the direct supervision of the Senior Field Coordinator in Aden, the successful candidate will be responsible for assisting with the provision of a functional Monitoring, Evaluation, Accountability and Learning (MEAL) system for the mission programmes.
In particular, Programme Support Officer (MEAL/FCU) will be responsible and accountable for coordinating field MEAL of programmes, consolidating and helping to build information management systems, and helping to build and disseminating evidence of programme achievements across the units. S/he is expected to carry out his/ her duties in accordance with strictest ethical standards and with due respect for gender and socio-cultural sensitivities.
Core Functions / Responsibilities:
- In coordination with the Programmes Coordinator (PSU), assist in building a comprehensive MEAL strategy and framework to support the strengthening, integration and mainstreaming of regular monitoring, evaluation, accountability and learning practices.
- Contribute to the development of information management tools, with the technical support of the Information Management and Technology Unit if needed, to track programme objectives, outputs and indicators as per the project documents and logframes. Ensure accuracy and consistency of the updated data with the project commitments.
- Review programme implementation modalities, assist in guaranteeing efficiency in programme delivery, measure and report results to Programme Managers and Senior Field Coordinator, and provide technical inputs to assist in informing programme strategy on a continual (rolling) basis.
- Contribute to the design of monitoring methodology and tools as well as provide guidance to field staff on their implementation. Define the sources of data, frequency of collection and focal points within the team. Support programmes´ monitoring, evaluation and learning processes and provide field surge capacity support when necessary.
- In coordination with PSU and the third-party monitoring (when applicable), assist to operationalize project evaluations and baselines at field level or remotely.
- Facilitate efficient planning of data processes, including adequate collection practices, analysis and sharing, with a particular focus on data protection.
- Be a focal point for third-party monitoring and evaluation entities with respect to deployment, methodology and expected outcomes.
- As needed, coordinate and liaise with relevant authorities, relevant cluster lead agencies as well as other involved partners, in order to share necessary related data for information, monitoring and analysis, and to help strengthen relationships among partners.
- Provide support in training programme staff and partners on monitoring and the operational aspects of data collection, management and analysis.
- Conduct, when security allows, project site visits in order to monitor the status of implementation and facilitate quality programming.
- In close collaboration with programme managers and the Senior Field Coordinator, provide technical inputs to support the acceptance and mainstreaming of a culture of M&E and Lessons Learning across programmes, including contributing to the development of tools for tracking the implementation of Management Responses to recommendations.
- Participate in internal workshops/webinars, working groups and/or task forces to share findings of evaluations, and action potential recommendations and lessons learned as instructed.
- Participate in humanitarian platforms and other relevant events in the country/region, representing programmes as appropriate, and sharing lessons and good practices information with other stakeholders.
- In close collaboration with other units and in coordination with the Programme Support Unit, draft regular statistical and analytical reports, situation reports, bulletins as well as IOM factsheets, amongst others.

Required Qualifications and Experience:
Education
• Master’s degree in International Development, International Relations, Statistics, Community Development/Participation, Information Management, Monitoring and Evaluation or a related field from an accredited academic institution with two years of relevant professional experience; or
• University degree in the above fields with four years of relevant professional experience.
Experience
• Experience in designing monitoring, evaluation, accountability and learning systems, tools and process in humanitarian contexts;
• Solid track record in developing and implementing strategic MEAL tools and frameworks for humanitarian programming;
• Experience in designing workshops and MEAL-related visibility products;
• Experience in humanitarian programmes in crisis where internal displacement is predominant;
• Experience in liaising with governmental authorities, clusters and other humanitarian stakeholders;
• Previous experience working in an international organization; and,
• Previous work on or in Yemen or in other conflict emergencies.
Skills
• Sound and proven understanding of internal and international migration issues in the region;
• Knowledge of the Yemen context and/or complex crisis in the region is desirable;
• Hands-on skills in MEAL in complex crises;
• Knowledge in software analytics;
• Excellent reporting and writing skills; and
• Proficiency in information management and quantitative skills.
Languages
IOM’s official languages are English, French, and Spanish.
External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).
For all applicants, fluency in English is required (oral and written). Working knowledge of Arabic is an advantage.
