Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
Context:
In 2016, The Government of Botswana, with the support of IOM, embarked on a process of developing a National Migration Policy. The Policy is expected to provide a strategic vision on migration governance in the country, providing a balance between the Government’s economic development, national security, and humanitarian objectives. The policy is meant to serve as the overarching framework for inter-ministerial coordination through a whole-of-government approach around the four pillars of migration management:
a. migration and development
b. facilitating migration
c. regulating migration, and
d. forced migration.
The National Migration Policy will consider Botswana’s regional and international obligations in the field of migration and consider opportunities to strengthen bilateral and regional cooperation. The Policy will provide a roadmap for action that will guide effective implementation and monitoring of migration governance into the future. Botswana has been progressive in committing itself towards the respect of internationally recognized rights through the ratification of several international and regional instruments that govern migration issues. In addition, the domestic legislation has been key to the development and implementation of the National Migration Policy. An inter-ministerial technical Committee has been mandated to develop and oversee implementation of the National Migration Policy.
Against this background, IOM is looking for a competent migration policy development expert to review, update and finalize the draft National Migration Policy for Botswana. The consultancy is being supported by MIRAC and IDF as it will contribute to the achievement of improved migration management in the country.
Core Functions /Responsibilities:
The objective of the consultancy is to review and finalize the National Migration Policy to strengthen migration governance in Botswana.
Under the overall supervision of IOM Botswana Officer in Charge, in coordination with the Ministry of Nationality, Immigration and Gender Affairs of the Republic of Botswana, with technical inputs from the IOM Regional Office for Southern Africa in close coordination with the RPLO.
The specific objectives of this assignment are as to:
- Review and identify the sections to be updated in reference to the draft Botswana National Migration Policy (NMP) developed in 2016 taking into consideration new development and emerging thematic areas which should be added to the draft NMP
- Undertake a desk review of relevant documents such as global and regional legislative framework and initiatives, Youth Mobility and disability in the context of migration, new policies in regard to migration in Botswana to ensure policy alignment and coherence
- Agree with IOM and the Ministry of Nationality, Immigration and Gender Affairs on the revised structure of the NMP through virtual and physical meeting
- Update the draft NMP with available information as well as in-depth interviews with key stakeholders in terms of migration related policies, structures, legislation, data management and coordination mechanisms
- Present the revised draft NMP to IOM and the Ministry of Nationality, Immigration and Gender Affairs, and receive inputs from the stakeholders
- Draft a revised national migration policy and submit to the Cabinet.
- Finalize NMP after incorporating inputs and share the final revised NMP to the IOM and Ministry of Nationality, Immigration and Gender Affairs.
Responsibilities
The consultant will work under the direct supervision of the Officer in Charge of the International Organization for Migration (IOM) in Botswana, under the guidance of the relevant Regional Thematic Specialists and Regional Monitoring and Evaluation Officer, in close coordination with the Technical Working Group (TWG).

This assignment is expected to start tentatively in mid-September 2021, but the actual timeline is subject to change based on the date the agreement is signed between IOM and the Consultant.

Deliverables
The Consultancy will produce a final document including key recommendations per thematic area.
A typed final revised version of the Botswana National Migration Policy is expected to be approximately 50 to 60 pages, excluding annexes. The suggested structure is as follows

· Executive Summary
· Part 1: Background (vision, objective, rationale of the policy)
· Part 2: Key migration thematic areas
- Current context
- Policy objectives
- Key strategies
· Sources consulted
Each section should include the relevant analysis and recommendations, so that recommendations don’t appear only at the end.
The consultant can add Annexes as appropriate. The following does not have to be included in the report but shall be shared with IOM Botswana:
· All notes from meetings with stakeholders, including a list of all respondents in consultations, interviews, and other meetings.
· All references and sources consulted.
· Any other material relevant to the assignment.
All documents are to be produced and delivered in English.
Schedule of payment
- 30 % upon the satisfactory completion of the deliverable 1, 2, 3 and 4
- 70 % upon the satisfactory completion of the deliverable 5, 6, 7 and 8
Required Qualifications and Experience
Desirable qualifications and educational background for the consultancy are as follows.
· Advanced University degree in Political, Social Science or Public Administration, International Relations, Law or an equivalent combination of relevant training and experience in policy development
· Minimum of 10 years of relevant professional experience in migration related fields and policy formulation and reviews, research including working with governmental, inter-governmental, or non-governmental organizations.
· Knowledge of migration issues in the region
· Excellent operational, organizational and communication skills and the ability to work harmoniously with other colleagues from diverse backgrounds.
· Demonstrated ability to work in a multicultural environment and establish harmonious and effective relationships.
· Proven capacity to coordinate all administrative and technical aspects of the consultancy
· Demonstrated ability to work in a multicultural environment and establish harmonious and effective relationships.
· Fluency in English language
Languages
Fluency in English is required. Working knowledge of French is an advantage.
