Web Application Developer, Individual Contractor, Home-based At UN High Commissioner for Refugees

UNHCR, the UN Refugee Agency, is offering a Web Application Developer position within the UNHCR Somalia, Protection Unit.

The Web developer will lead the improvement of the Protection and Return Monitoring Network (PRMN) System. A UNHCR-led in partnership with the Norwegian Refugee Council (NRC) trend analysis project uniquely designed to monitor, document and reports on protection challenges and displacements, including returns of populations across Somalia.

Organizational context

In 2006, UNHCR and NRC implemented two separate monitoring tools: (i) the Population Movement Tracking (PMT) and (ii) the Protection Monitoring Network (PMN). However, to maximize effectiveness, the two projects (PMN and PMT) were merged in 2016 as the PRMN.

The PRMN project is an online data management system managed by NRC for UNHCR, with functional oversight by UNHCR. NRC engages national NGO partners across Somalia to monitor protection incidents and population movements including spontaneous returns, undertake emergency protection responses and provide reports and analysis to UNHCR for further dissemination and use by the humanitarian community.

Based on the user experiences and recommendations from the PRMN evaluation report and the IDP working group roadmap, the PRMN platform need improvement to be more agile and adapt to new requirements and information needs even in the absence of a developer. The overall objective is to make the portal more user friendly, efficient and effective tool for data collection, processing, analysis, and reporting.

The position

We are seeking a dynamic and proactive team player, with strong knowledge and experience in web application development to take part in improving one of the flagship platforms of UNHCR Somalia. The incumbent will liaise with UNHCR and NRC technical team and ensure proper communication throughout the whole development and maintenance phases.

The incumbent will maintain the code repository and use online tracking tools to report bugs and development requests. Issues will be tracked and prioritized during regular project management meetings.

Duties and responsibilities

  • Take part in a full web development lifecycle.
  • Develop the web pages according to new business requirement specifications by incorporating content management system approach.
  • Create / Modify the web pages’ style and layout according to the changes in the schema
  • Develop reporting feature for Flash Reports and Summary Dashboards
  • Make the site more user-friendly by using CSS and Javascript
  • Analyze the PRMN platform activity and provide actionable recommendations around improving site and user experience
  • Write procedures for data warehouse to support Extract, Transform, Load (ETL) framework.
  • Add new functionalities to analyze and comparing data through business intelligence approach.
  • Perform other related duties as required

Essential minimum qualifications and professional experience required

The ideal candidate will have the below qualifications, skills and experience.

Qualifications

  • Bachelor’s degree and or master’s degree in Computer Science, Software or Computer Engineering.
  • Candidate must have completed at least five or more web application projects.

Skills:

  • Strong skills in any PHP framework (Laravel, Symfony, CodeIgniter)
  • Strong knowledge of MySQL database and experience of writing complex SQL queries
  • Knowledge of the software development life cycle
  • Excellence in spoken and written English
  • Strong communication and facilitation skills
  • High level time management skills with ability to meet crucial deadlines.
  • Ability to write technical documentation

Experience:

  • At least 5 years’ experience in software and web development
  • Demonstrated experience in using front-end technologies, CSS3, HTML5, jQuery, JavaScript and PHP scripting language
  • Experience using version control software such as Git (e.g., GitHub, Gitlab, Bitbucket).
  • Experience in a humanitarian or international organization is an asset.
  • Familiarity or experience working in an agile environment.
  • Experience in the UN/UNHCR is an asset

Location

The successful candidate will be expected to work remotely from home arrangement for a period of initial 6 months with a possibility for extension subject to availability of funding.

Conditions

The web developer position is for six (6) months with a possibility for extension. The proposed start date is 1st October 2021. It is a full-time role with working hours starting from 8.30am to 5pm, Sunday to Thursday (40 hours per week).
