MEAL Consultancy
1. Purpose:
The aim of this consultancy is to review and assess the current MEAL policies, procedures, practices and propose regulatory and procedural improvements aligned to international best practices.
2. The Organization: Suriye Yardim is a Turkish-registered charity organization, which is registered in response to the crisis that has engulfed Syria since 2011. Suriye Yardim is a non-political, non-denominational, non-governmental organization, established to provide humanitarian aid to Syria. We are committed to working in full transparency and credibility.
3. The Terms of Reference: The role of the consultant is expected as per the following terms of reference:
- Develop/update a new/current MEAL policy aligned with INGOs MEAL standards & tools.
- Develop/update detailed SoPs for each monitoring and evaluation activity such as NA, PDM, DM, exit Interview, and base/End line for all sectors.
- Strengthening accountability’s SoP and policy and set guidelines for the learning unit.
- Conduct training sessions on the new policies and procedures for MEAL staff in both Turkey and Syria.
4. Expected outcomes: SYD shall be expecting the following outcomes:
- Approved new M&E, accountability, and learning policies aligned with INGOs MEAL Standards & Tools.
- Training sessions were conducted on the new strategy, policies, SoPs, and procedures for MEAL staff in both Turkey and Syria.
5. Applications, Requirements, Considerations, and Qualifications: The consultant will be expected to be self-motivated and able to work independently. Supervision and support will be provided by the head of MEAL, the head of MEAL will also provide a general induction to the work of SYD, relevant background documents, and links to the relevant SYD entities and individuals across the wider organization and outside of it.
- Applicants are required to submit a financial proposal with a breakdown cost for the assignment per milestone that includes the cost for human resources that might be involved in the assignment, transportation, and accommodation …etc.
- Provide track record of materials/ manuals/ tools used by the applicant for similar assignments (if available). Provide three references (names and contact details of previous clients).
6. Qualifications:
- Essential:
- Seven to ten years experience in MEAL.
- Experience in strategic planning and organizational development for INGO.
- Excellent organizational and time management skills.
- Excellent report writing skills.
- Excellent spoken and written English (Arabic will be an advantage).
- Availability to fulfill the role and tasks within the stipulated timeframe.
- Desirable:
- Experience in MEAL management in the international humanitarian sector.
7. Budget: The following should be taken into account:
- The consultant fees will include hotel accommodation and air travel if any.
- The amount is excluding direct expenses such as material, business telephone calls, photocopying, and printing, etc. Such services will be provided at the SYD offices in kind.
- Local transportation will be organized and paid for by SYD.
8. Reporting: The Consultant will report to the Head of MEAL and Country Director.
9. Consultancy Start and End Date: A technical offer in addition to a detailed financial offer (including accommodation transportation) to be sent to HR email HR.Turkey@syriarelief.org.uk, no later than September 10th, 2021 (prior 05:00 pm). to start as soon as possible and finish all tasks by 31th of October 2021. Any proposals received after the deadline mentioned, will not be considered. The following must be included in all submissions:
- Technical and financial proposal and budget.
- Work plan including a proposed timeline.
- Detailed budget of costs.
- Each CV should be no longer than three pages and contain relevant information only.
- Brief capabilities statement of the consultant organization and/or brief description of relevant (similar) consultancies that would qualify for this assignment.
- Technical and financial offers will be discussed upon selection.
