Context:

Since 2004 the Displacement Tracking Matrix (DTM) is IOM’s main operational tool for tracking and monitoring the movements and the evolving needs of displaced populations.

Recent significant scale up of both DTM operations in the field and global development initiatives requires further strengthening of the global DTM Support Team to ensure effective and efficient implementation of global projects as well as to maintain and keep improving the quality and expansion of DTM in the field.

Under the overall supervision of the Global Displacement Tracking Matrix (DTM) Coordinator and the direct supervision of the Senior DTM Coordination Manager, the successful candidate will be responsible for ensuring the development, management and implementation of the DTM

projects managed by HQs. In coordination with the Global DTM Coordinator, s/he will also be responsible for liaising with external and internal stakeholders in aspects related to resource mobilization and strategic engagement, as required, and will manage the day-to-day activities of project implementation.

Core Functions / Responsibilities:

  1. Oversee the overall management of global DTM projects to ensure appropriate progress and timely implementation of activities. Coordinate with necessary staff involved in project development, monitoring, implementation and reporting to ensure compliance with schedule and deliverables.
  2. In coordination with the Global DTM Coordinator, liaise with external and internal stakeholders in aspects related to strategic engagement and resource mobilization. Lead the design and development of new initiatives in close liaison and coordination with internal structures and relevant stakeholders.
  3. Manage DTM project implementation activities to ensure timely and quality achievement of outputs defined under global DTM projects, in close collaboration with DTM units and DTM regional coordinators in the Country and Regional Offices.
  4. Lead and manage the documentation, evaluation and learning aspects related to DTM projects and coordinate the development of tools to monitor projects’ implementation and development by the technical teams.
  5. Maintain regular contact with external counterparts, including donors and other external stakeholders, on aspects related to DTM initiatives and delivery of outputs, as well as problem solving and identification, and follow up to potential synergies and opportunities.
  6. Ensure the regular monitoring of expenditure of DTM projects, either directly or by ensuring clear delegation, to warrant compliance with management and satisfactory burn rate, in how they relate to meet the implementation milestones and deadlines.
  7. Supervise the administrative, human resources and financial aspects of the DTM programme and support in the supervision of programme staff, in close coordination with Resource Management Personnel.
  8. Support the coordination and management of the implementation of DTM global standards and the standardization of DTM methodologies and tools at regional and country levels.
  9. Design, implement, manage, and maintain control mechanisms for compliance and quality standards of implementation, output, and deliverables at global and regional levels, as required by the implementation of DTM global projects.
  10. Provide support to DTM research, studies, analysis and reporting at global and regional levels, including in the conceptualization, development and review of information products and packages.
  11. Represent IOM in relevant conferences, workshops and meetings related to the thematic area of expertise. Contribute to the development of inter-agency guidelines, tools, or other documents that are relevant to the thematic areas.
  12. Ensure tasking and establishment of workflows, in coordination with the Senior DTM Coordination Manager, for the development of functional systems in support of the use of DTM data for general, thematic or inter-thematic analysis.
  13. Undertake travel duties as required, to provide relevant onsite support to field

implementation of DTM Programme.

Required Qualifications and Experience:

Education

• Master’s degree in Political or Social Sciences, Business Administration, Migration Studies, International Relations, Law, or a related field from an accredited academic institution with five years of relevant professional experience; or,

• University degree in the above fields with seven years of relevant professional experience.

Experience

• Experience in project development and/or management in the area of emergency response, preparedness, and transition and recovery;

• Demonstrated technical and operational expertise and knowledge in displacement tracking, data collection activities (assessments, surveys, and/or registration), data management, data analysis, statistical modeling, and/or development of information products;

• Knowledge and experience on innovative technology used for humanitarian and development works; and,

• Experience in coordinating activities with various stakeholders both at global level and in the field.

Skills

• Excellent communication skills; and,

• Ability to share ideas and explain results to all levels of the Organization and stakeholders.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).

For all applicants, fluency in English is required (oral and written). Working knowledge of French and/or Spanish is an advantage.
