Supply Chain Manager At Catholic Relief Services

CHILD SAFEGUARDING:

Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE:

The Supply Chain Manager will be accountable for the development and delivery of supply chain strategy for Save the Children International program, and for increasing the impact of SCI’s program through effective and optimised supply chain models, which can deliver on needs in varying contexts across multiple field offices.

The Supply Chain Manager will lead on the development and implementation of supply chain plans, ensuring that field have access to appropriate logistics tools that are fit to manage the demands of their supply chains. The post holder will also be responsible for the overall coordination and implementation of an effective procurement, fleet, warehousing and asset management practices for all the humanitarian responses in country.

KEY AREAS OF ACCOUNTABILITY:

Procurement & Warehousing:

Realise the delivery of an optimised supply chain through:

· Support the delivery of programming in line with Save the Children’s mandate, strategy and theory of change.

· Develop and implement SCI’s supply chain tools to ensure field offices have appropriate and scalable supply chain systems to support both emergency responses and on-going development programmes.

· Provide technical support and guidance on the development of supply chain plans, including demand analyses, market assessments, and planning country and field level contracts, warehouses and infrastructure.

· Support the implementation of transparent and accountable systems related to supply chain, including procurement planning, procurement and shipping, warehousing and distribution across country programs, through capacity building and ad-hoc advice.

· Ensure supply chain systems integrate with programs and support management functions.**

· Oversee the implementation of the contracting strategy and the establishment/updating of subsequent framework agreements for key items through market research and analysis, consultation with technical working groups and running tenders, to deliver a supply base that is reliable, responsive and able to increase capacity in emergency contexts. Also ensure that contracts and suppliers are managed professionally and proactively.

· Work in close cooperation with humanitarian team and programme managers concerned to ensure timely and cost efficient movements of all emergency goods from warehouses to the final distribution sites.

· Establish and maintain communication links to ensure appropriate and regular information flow on all relief supply requests received as well as to ensure that the requests get the right items at the right time and at the right place.

· Develop the logistical aspects of the programme emergency preparedness plan, in coordination with Humanitarian team programme management, and train logistic staff in managing emergencies.

· Support project lead in developing project proposals and procurement plans of humanitarian emergencies and ensure logistics components are suitably included.

Logistics support:

· Support to implement SCI supply Chain Procedures and rollout Country Supply Chain Manual in the area of operations.

· Ensure emergency and prepositioned stock management and administration systems are implemented throughout the programme.

· Monitor projects stock levels and advise on appropriate stocking and replenishment to meet project demands.

· Ensure that SCI’s Supply Chain standards and systems are fully addressed and procedures are adhered as per the guideline of warehousing, supply/stock movement control, freight management, asset management, as well as documentation, filling and reporting mechanisms are to the standard and fully implemented.

· Responsible for preparing monthly reporting on all supply activities based on the requirement defined by the supplies and commodity warehouse services manager, the programme managers responsible for the relief programme and donor requirements.

· Work with Supply Chain department on reporting the actual stocks, expected arrivals, planned deliveries and all relevant information on commodity warehouse activities on a monthly basis.

· Regularly review programmes humanitarian Supply Chain requirements and ensure that programme works are carried out in the most efficient and cost effective manner.

· Undertake regular visits to all areas and sub offices and asses the level of compliance with the guidelines and procedures provide recommendations for improvements where applicable.

Staff management:

· Directly lead, manage and motivate Logistics team in Supply Chain works ensuring that they have clear work plans and objectives and receive regular supervision and reviews, and Build up their capacity through the use of effective training, performance management frameworks and development plan.

· Provide technical leadership to logistics staff in the field offices within the area of operations.

· Assess capacity gaps, provide trainings for Humanitarian Logistics team.

Reporting:

· Ensure monthly reporting systems are implemented across the field offices under the Country office structure in line with SCI Supply Chain Procedures for Procurement, stock, vehicles and assets. Review the monthly logistics reports and advise field offices and programmes where there are irregularities or areas of concern that need follow up.

· Preparing a monthly Humanitarian ‘Logistics Report’, detailing all logistical activities including procurement trackers, vehicle performance & fuel, stock reporting, asset register updates, staff issues, and other relevant information.

QUALIFICATIONS

· Masters in Logistics, Supply Chain Management, Management or similar level qualification.

· Diploma/certificate courses in Logistics and Supply Chain strongly preferred.

EXPERIENCE AND SKILLS

· Minimum of 7 years in Supply Chain management experience in INGO environment, including significant field operations experience running both development and emergency program.

· Substantial experience in logistics, including procurement, supply chain, fleet management & inventor.

· Field level experience in managing complex supply chains for INGOs in international development and emergency program.

· Knowledge of key institutional donors and their compliance requirements in respect of logistics

and procurement.

· Ability to develop contracting strategy. Strong understanding on Framework agreements and

contracting.

· Highly developed interpersonal and communication skills including influencing, negotiation and coaching.

· Experience of solving complex issues through analysis, definition of a clear way forward and ensuring buy in.

· Ability and willingness to change work practices and hours, and work with incoming teams in the event of major emergencies.

· Commitment to and understanding of Save the Children’s aims, values and principles including rights-based approaches.

· Willingness and ability to travel extensively in country.
