General Description of the Programme:

GOAL an International Humanitarian Organization has had a presence in Turkey since 2013 and has been contributing to the migrant response since 2016 with a focus on responding to needs in health service delivery, social safety nets and the protection of vulnerable and marginalised migrants in southern Turkey.

GOAL has been working in Syria since 2013, responding to the acute needs of conflict-affected communities. GOAL is working in Idleb Governate, both through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, and provision of Water, Sanitation and Hygiene (WASH) through support to Water units, as well as emergency support to recently displaced households.

GOAL has been working in North Aleppo Governate since 2019, through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, as well as emergency support for recently displaced household.

GOAL has two projects (ECHO funded LINK and PRM funded GREEN) in Turkey, LINK program targets refugees from nomadic / semi-nomadic backgrounds and those engaged in seasonal agricultural labor. LINK has been designed to address and mitigate protection concerns of the vulnerable / marginalized refugees through provision of critical information and raising their awareness on their rights, obligations and services available in Turkey, by sensitization/advocacy (targeting key stakeholders and service providers, etc.) activities, and Individual Protection Assistance (IPA) services to enable highly vulnerable refugees to access to basic, social and protective services available under the provisions of Temporary and International Protection regulations in Turkey. On the other hand, Green program aims to improve socioeconomic inclusion, resilience and self-sufficiency of highly vulnerable/excluded women and girls from host and refugee communities (Syrians as well as those living in program locations under the international protection regulation) including nomadic communities and seasonal agriculture workers from both communities through integrated and market driven livelihood opportunities and protection services, including language courses and vocational skills training on greenhouse production and agriculture; case management (CM)/coaching services, establishment of a women cooperative, protection outreach, information provision and awareness raising; and provision of special needs and individual protection assistance services.

Primary responsibilities:

To provide all necessary logistical support to enable field project activities to proceed with maximum efficiency while adhering to GOAL’s logistics procedures and to provide full support to Field Systems Coordinator.

Reporting Lines

The post holder will report to FSC on general field activities and administrative matters and Logistics Coordinator (LC) on all technical issues and logistical systems.

Key Duties:

  • Line management of logistics (Assets ,Premises, Warehouse and Fleet) team in north Aleppo offices
  • Provide logistical support to operations and programme objectives
  • Stock and asset management
  • Vehicle fleet and fuel management
  • Generator management
  • Compound management
  • Liaison with external GOAL logistics staff as appropriate
  • Maintain Donation-in-Kind as appropriate
  • Ensure that GOAL logistics procedures as outline in GOAL Logistics Manual are rigorously followed
  • Train and build capacity of local logistics staff members in best practice, GOAL logistics procedures, systems and management
  • Ensure GOAL vehicles, communications equipment drivers and compounds meet GOAL safety and security standards
  • Ensure fire safety and workplace health and safety standards are adhered to GOAL
  • Submission of periodical reports to Logistics Coordinator (LC) and FSC as outlined in the GOAL Logistics Manual and internal Management reporting system.
  • Any other duties as require

Specific Duties on each Logistics Section

  1. Transport management:
  2. To manage all GOAL transport fleet and locally hired vehicles
  3. To manage and coordinate all drivers and make regular inspections of vehicles and vehicle logbooks
  4. To co-ordinate with the programme managers to ensure that the transport requirements of programmes are being met
  5. To manage all transport requirements including Vehicle log book (VLB) fuel, maintenance, servicing and ensuring that all vehicles are fully equipped with tool kits, First Aid kits, and other relevant equipment for short or long journey.
  6. To liaise with and make recommendations to FSC and LC with regard to the repair and maintenance of vehicles based on the reports submitted by mechanic
  7. To monitor and evaluate drivers’ performance, fuel consumption and vehicle maintenance and repairs.
  8. To carry out daily weekly and monthly checks on all tools and spares in all GOAL vehicles as well as weekly mechanical checks in cooperation with mechanic
  9. To provide monthly evaluation reports on all transport logistics issues to the FSC and LC
  10. To manage fuel system, including the weekly and monthly transport analysis of the cost and efficiency as per GOAL standard Vehicle Log Book and Fleet summary formats
  11. To make sure that there is an efficient system of booking (daily, weekly, late, individual vehicle) and usage of the vehicles for programs as per GOAL standard tools of vehicles booking and allocation
  12. To make sure that all safety and security procedures and measures according to GOAL manual are exercised and those which are specifically required for within Syira
  13. Stores and stock management:
  14. To ensure that all goods received by GOAL are recorded in GOAL standard templates and are stored and handled as per GOAL logistics manual procedures of safety, security, accountability and transparency
  15. To ensure that all goods dispatched by GOAL to the final distribution sites, and when in transit through multiple locations are recorded in GOAL standard templates
  16. To ensure that all store transaction paper works are kept filed as per GOAL filing system.
  17. To ensure that all the items stored in the warehouses are recorded in GOAL warehouse papers
  18. To supervise weekly and conduct monthly stock taking as per GOAL standards
  19. To produce monthly warehouse reports as per GOAL Logistics Manual standards and specific country procedures
  20. To manage warehouse staff
  21. To keep up to date records and files on all stocks in soft copy tool of Stock Monitoring Sheet
  22. To disseminate store records once a month to all users in your location and to the Country Head Office
  23. To prepare, maintain and update the GOAL FAR and submit monthly to LC and Finance department.

III . *Assets:Ensure that all GOAL assets are properly managed and accounted for:

  • Ensure all GOAL assets are recorded on the Fixed Asset Register (FAR) as per GOAL Asset management procedures and policies taking into consideration Donor requirements,
  • Ensure that all asset movements and assignments are updated on the FAR by the Logistics Officer who is responsible for FAR Management,
  • Ensure scheduled physical asset checks are completed as per standard requirements set in Logistics Manual, including coordination with Finance department for monthly and semi-annual Assets checks,
  • Ensure that adequate checks are in place for the recovery of GOAL assets from staff at the end of their time working for GOAL,
  • Ensure that all actions and paperwork related to change of status of assets through sale, disposal, write off, handover, transfer, loss and damage of assets are properly authorised and approved. Manage donation-in-kind of assets as per standards and requirement of the Logistics Manual

IIII .*Premises Management:Oversee the smooth operation of all day-to-day GOAL accommodation functions in GOAL Offices in North Aleppo:

  • Ensure that daily duties of the cleaners is accurate.
  • Ensure all utility payments for all offices and premises are complete on time
  • Ensure requests for lease renewals are made in advance; liaising with Field Systems Coordinator and Area Cooridnator on issues relating to security of premises and report any security concerns and relevant security information promptly.
  • Ensure that all procurement float procedures in Azaz office are effectively followed in compliance with the GOAL Logistics Manual and relevant donor requirements;
  • Check Float Accountability sheets submitted for office expenses

IIII. Personnel (Human Recourses )

  • To manage and instruct all GOAL logistics personnel under your responsibility
  • Manage performance evaluation for staff under supervision on six monthly bases
  • To arrange hiring of casual labour as required
  • To supervise hiring of casual skill labour for any maintenance and hardware job in the compound and warehouse
  • To maintain and update adequate Job Descriptions for all logistics staff in liaison with HR/Admin Manager and FSC
  • To liaise with HR/Admin Manager and FSC in recruiting and discipline procedures of the staff in accordance with GOAL HR policy

Requirements:

Essential:

  • At least 4 years’ experience logistics or related field with NGO in a field environment.
  • Graduated from recognized University.
  • Priority for candidates live or from North Aleppo.
  • At least 2 years’ experience as logistic management role in senior position.
  • Experience in all logistic field (Assets, Warehouse, Fleet)
  • Attending kind of supply Chain training or logistic, warehouse.
  • Proven management ability to lead, motivate and develop staff.
  • Appropriate skills and experience in the capacity building and training of national staff and partners essential.
  • Ability to lead a multicultural team.
  • Ability to work under pressure to pursue multiple tasks simultaneously to successful conclusions.
  • Understanding and acceptance of the varying standards required and the problems inherent within the context of work in a developing country.
  • Strong computer skills in Microsoft packages, including Excel, Word, and Outlook (particular emphasis on Excel);
  • Excellent report writing skills.
  • Committed team player

Desirable:

  • Qualification in Logistics/Supply Chain Management.
  • Understanding of budget development and monitoring.
  • Experience in logistics for the support of humanitarian, recovery as well as development programmes.
