Liaises with: Other members of the Compliance Unit, Country Offices, Finance Department, International Programmes Department and the Emergency Unit

Pay Band: 5 €49,167 to €57,843

Contract: Permanent

Job Purpose: This is an exciting opportunity to play a key role in the Compliance Unit of Concern Worldwide. The Donor Compliance Advisor will provide support on donor related issues arising in our fields of operation and be responsible for developing guidance and training material on the main donors. They will play a key role in ensuring that both donor and organisational policies are adhered to throughout the organization and in encouraging a culture of compliance.

It is essential that the applicant will have experience working within Compliance, Finance or Audit and is professionally qualified (ACA, CIMA, CPA, ACCA). Any knowledge of French or experience of reporting to large institutional donors such as USAID, the EU, ECHO, Irish Aid, UN and FCDO is highly desirable.

While this position is based in Dublin, it will involve travel to overseas fields (potentially 20%).

Key Responsibilities:

  • Support the Compliance Unit’s helpdesk to provide assistance in day to day donor compliance related issues across the organisation. This will involve the interpretation of donor rules related to issues such as procurement, disposal of donor assets, budget flexibility etc.
  • Provide support to Compliance staff based in our fields of operation.
  • Develop and update internal donor guidance and training material in line with changing guidelines and lessons learnt.
  • Deliver training on key donor compliance areas.
  • Help maintain the in-house Concern SharePoint with donor related information.
  • Consolidate financial reporting for Concern’s major donors where required. Including the review of country budgets and periodic financial reports, their consolidation, checking adherence to donor rules, and answering queries from the donor.
  • Assist with preparatory work for organisational donor audits as necessary.
  • Lead / take part in cross functional projects, representing the compliance area.
  • Conduct support visits to our field offices.
  • Participate in relevant external networks and develop contacts with peer agency counterparts to facilitate sharing, learning and best practice.
  • Assist the Head of Compliance and Risk with tasks associated with the organizational risk identification and management process.
  • Carry out other tasks as required within the Compliance Unit.

Skills and Experience Required:

Essential:

  • Professionally Qualified ACCA, CIMA, ACA, CPA
  • Three years’ experience working within Compliance, Finance, or Audit.
  • Knowledge of Excel, Word, Powerpoint and accountancy packages
  • Fluent spoken and written English
  • Excellent organisational and planning skills
  • Strong writing and research skills
  • Training and staff development experience
  • Ability to work under pressure often to strict deadlines
  • Flexible and adaptable
  • Excellent communication skills and ability to work with cross functional teams
  • Cross cultural awareness and empathy with organisational goals

Desirable:

  • Experience of reporting to large institutional donors such as USAID, the EU, ECHO, Irish Aid, UN and FCDO (highly desirable)
  • Experience in working overseas in the international development sector
  • Knowledge of French
