Senior HR Officer – GOAL Syria in Amman At GOAL

General Description of the Programme:

GOAL has been working in Syria since 2013, responding to the acute needs of conflict-affected communities. GOAL is working in Idleb Governate, both through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, and provision of Water, Sanitation and Hygiene (WASH) through support to Water units, as well as emergency support to recently displaced households.

GOAL has been working in North Aleppo Governate since 2019, through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, as well as emergency support for recently displaced household.

Promote adherence to HR policies and Labour Law.

  • Monitor the implementation of and ensure the adherence to labour laws/regulations and GOAL policies and procedures. Reporting any deviations or violations to the HR Head.
  • Implement Personnel Administration policies and procedures and assist the Human Resources team in ensuring their proper implementation by all field offices.
  • Keep track of relevant legal/regulatory updates.
  • Is**s**ue the personnel letters/forms such as, bank letters, release and dues clearance forms and visa request letters.
  • Prepare contracts and extension letters for existing Amman based staff.
  • Ensure smooth and timely dissemination of information and response to queries related to HR
  • Maintain up to date database for Jordan based staff

Manage new staff hires Onboarding process

  • Implement onboarding policies, documents and share the welcoming email with new employees . Ensure that all of onboarding documents reviewed and signed by employees prior collecting them.
  • Set up the first office visit office by inviting new joiners for a tour of the job site and introduce them to senior management and colleagues
  • Conduct HR induction for each new joiner informing about Goal mission and its policies, as well as supporting them to attend other necessary inductions regarding the departments and programmes ,and connect them with their Line Manager
  • Prepare the new staff announcement email to introduce new joiners to all offices.

Build constructive and productive relations with Ministry of Labour, Social Security, Medical Insurance service provider,

  • Conduct and manage all daily interactions in a prompt, professional, and productive manner.
  • Prepare and submit required documents/reports in an accurate and prompt manner.
  • Follow-up on and monitor the performance of the scheme certified doctors/hospitals.
  • Handle and process all medical insurance company subscription fees and refunded payment for the staff with coordination of finance team maintain all private information confidential.

Ensure staff benefits are managed in a prompt, professional, and productive manner.

  • Maintain and prepare an up-to-date payroll system for permanent and temporary employees, and Interns.
  • Oversee accurate, timely and effective administration of staff (payroll
  • Process Statutory payments, Pension Administration, & payroll reports in a timely and accurate manner.
  • Respond to on-going benefits and compensation issues.
  • Prepare and submit required (all) documents/reports in an accurate and prompt manner.
  • Handle and process all medical insurance company subscription fees and refunded payment for the staff.
  • Administrate staff enrolment procedures to provide medical insurance service provider with all required data/documentation in a prompt and accurate manner.

Monitor, control, and report on staff attendance through processing staff leaves requests, maintaining and updating leaves records and analyzing/reporting on Amman staff attendance records

  • Manage and monitor all leaves (annual vacations, sick leaves, emergency leave, unpaid leave, etc.) ensuring that relevant policies are adhered to.
  • Control and report on leaves consumption status, to ensure that leaves are not exceeding entitlements and advise management in the event of high outstanding balances
  • Monitor Amman office attendance records for national staff ,and ensure the adherence to policies on number of work hours for Amman Staff.
  • Collect completed and signed timesheets for Amman staff on monthly basis, review them and ensure all leaves reflected on the automated leave system (Kefron) ,and maintain records in soft copy and hardcopy.
  • Provide training to new joiners about how to prepare their timesheets properly . prepare timesheet template concerning to Jordan staff taking into consideration Jordan official weekends and holidays .
  • Perform troubleshooting for staff on the Kefron leave system, create account for new employees and remove account for departed staff, , unlock accounts . provide any support when needed to staff on the system.

Develop and maintain the design, content, storage procedures/means of Jordanian employees’s personnel data, process employment/termination procedures ensuring their conformity with relevant laws and GOAL policies and procedures.

  • Develop and maintain personnel files for all national staff, where each file contents are in accordance with Jordan laws/regulations
  • Develop, maintain, and update a filing system that organize and protect internal/external documents related to personnel administration.
  • For newly hired employees, request/follow up on employment documents, , process social insurance requirement, issue employment contracts, ID cards, etc.
  • Update payroll information and forward to the finance department monthly, including starters, leavers, pay rates in a timely fashion
  • Maintain an updated status report on staff contract status, ensuring that all staff members always have valid contracts
  • Monitor and report on the expiry dates for probation, employment contracts.
  • Prepare all end-of-service documents for resigned / terminated staff, obtain all necessary approvals, calculate financial dues, ensure the return-back of mission property in his/her possession in coordination with relevant departments,

Provide support, training and guidance to Syria based HR team staff

  • Provide support to Syria based HR staff regarding HR related inquiries and guidance.
  • Train HR team on HR practices, promote new policies, and ensure proper implementation.
  • Participate in HR initiatives as requested by line manager in order to ensure HR best practices are followed .
  • Ensure that Syria based staff maintaining an updated status report on staff contract status, ensuring that all staff members have valid contracts.
  • Collect and maintain consolidated holiday list for all locations.

Other duties and Responsibilities assigned by the supervisor

Requirements (essential)

  • 3 years professional experience with international organizations in a Human Resources capacity.
  • Strong skills in use of Microsoft Office software and computer skills.
  • Good verbal and writing skills in English and Arabic languages.
  • Knowledge of labour laws/regulations and social security and medical insurance.
  • A Bachelors university degree or equivalent qualification in Business administration, Management, Languages, or any related fields.
  • Jordanian national with previous working experience in international cultural environment
  • Ability to maintain an adequate speed and volume of output.
  • Ability to perform under continuous stress and deliver complete and accurate translation of a broad range of subjects.
  • High standards of accuracy, consistency and faithfulness to the spirit, style, and nuances of the original text.
  • Excellent teamwork and inter-personnel skills
  • Very enthusiastic and keen to work hard to achieve the objectives of the programme

Requirements (Desired**)**

  • Professional experience Human Resources.
  • Experience in computer based human resources information management systems
