Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
Context:
Within the Department of Migration Management (DMM), the Migration Health Division (MHD) has the institutional responsibility to oversee, support and coordinate the Organization’s provision of migration health services globally. The Division provides technical guidance and policy advice, establishes partnerships with relevant governmental, multilateral, civil society and private entities in the domain of migration health, and identifies strategies and programmatic approaches that are informed by agreed policies, evidence, standards and trends in the sector.
Under the direct supervision of the Migration Health Division Senior Programme Officer for Health in Emergencies, in coordination with the Global Migration Health Research and Epidemiology Coordinator, the Global Vaccination Coordinator, and other key MHD personnel at Headquarters and Regional Offices, the successful candidate will improve operational migration health data utilization and information management in IOM’s public health preparedness and response programming, with a particular focus on the COVID-19 pandemic response, vaccination, and other public health hazards.
Core Functions / Responsibilities:
- Review existing operational migration health information management processes and data collection mechanisms to develop and implement a new framework to enhance the utilization of this data at the global level. This will include an approach for optimizing migration data handling and information management across IOM divisions to support public health activities and strengthen partnerships, including for point of entry data, health in emergencies data, IOM’s Displacement Tracking Matrix (DTM) data, that of external counterparts, and vaccination data (including vaccination data flows and database management). It will be linked with the work of the Migration Health Information Management Task Team and performed in collaboration with key internal and external stakeholders.
- Develop a database by mapping projects specific to COVID-19 preparedness and response (including vaccination) implemented at country/regional/global levels. This will involve engaging with relevant (health) project managers to ascertain the capture, analysis and dissemination of health-related data.
- Actively participate in relevant health information management meetings and working groups in relation to the tasks outlined above.
- Provide technical inputs related to data and information management during health project development and implementation, including methodology design, survey tool design, data analysis plans, and plans for visualization and reporting.
Tangible and Measurable Outputs of the Work Assignment
a) Drafting of a technical report: MHD Information Management Framework for operational data harnessed from public health preparedness and response programming in the context of health emergencies, humanitarian, and post-crisis contexts. The document will draw upon the analysis of health-related projects specific to COVID-19 preparedness and response implemented at country/regional/global levels as a case-study to assess how health related data were captured, utilized, analysed and disseminated/presented. The draft framework will be applied to case studies on health interventions within the COVID-19 landscape. In formulating the framework for data management and lessons, the consultant will engage with MHD’s Migration Health Information Management Task Team, the MHD global team, regional thematic specialists, and other relevant IOM stakeholders/partners such as DTM.
b) A database developed by mapping projects specific to COVID-19 preparedness and response implemented at country/regional/global levels.
c) The ad-hoc production of key output products (reports, dashboards, etc.) related to public health programming, dependent on support needs and agreed between the supervisor and the consultant.
d) Data-related technical inputs for public health project proposals on an ad-hoc basis, dependent on support needs from MHD colleagues.
Realistic Delivery Dates and Details as to how the work must be delivered
a) First draft of information management framework: 1 month after commencement.
b) Developing core elements of a database aimed at mapping projects specific to COVID-19 preparedness and response implemented at country/regional/global levels: 1 month after commencement.
c) Final version of information management framework and completed database: 3 months after commencement.
Performance indicators for evaluation of results
a) Outputs have been completed to a standard as agreed prior to the end of the consultancy.
Required Qualifications and Experience:
Education
• Master’s degree in public health, epidemiology, biostatistics, information management, data science, or a related field from an accredited academic institution with five years of relevant professional experience, or,
• University degree in the above fields with seven years of relevant professional experience.
Experience
• At least five to seven years (see education requirements above) of professional experience in data and information management in relation to communicable diseases or other public health issues is required.
• Experience in GIS, including the production of GIS database-related products and maps is an advantage.
• Proficiency in Microsoft Office is required.
• Proficiency in Adobe InDesign and Power BI is required.
• Proficiency in the use of statistical software, such as Python data science libraries, R, SPSS, or Stata, is required.
• Demonstrated ability to write clear and concise progress reports, project documents and proposals is required.
• Flexibility, creative thinking, high personal commitment, efficiency and determination for results are required.
• The ability to work effectively and harmoniously with colleagues and stakeholders from various cultures and professional backgrounds is required.
• Excellent communication skills in English are required.
• Familiarity with project development, monitoring and evaluation within humanitarian contexts is an advantage.
• Knowledge regarding migration and other social and development issues is an advantage.
Languages
IOM’s official languages are English, French, and Spanish.
For this position, fluency in English is required (oral and written). Working knowledge of French and/or Spanish is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

The consultant must adhere to the International Organization for Migration (IOM) Data
Protection Principles (IN/138) and maintain confidentiality.
The consultant will be responsible to follow IOM writing guidelines and latest glossaries in all given assignments for accurate translation.
