About DRC
The Danish Refugee Council (DRC) is a private, independent, humanitarian organisation working on all aspects of the refugee cause in more than thirty-five countries throughout the world. The aim of DRC is to protect refugees and internally displaced persons (IDPs) against persecution and to promote durable solutions to the problems of forced migration, on the basis of humanitarian principles and human rights. DRC works in accordance with the UN Conventions on Refugees and the Code of Conduct for the ICRC and NGOs in Disaster Relief.
The DRC Representation serves as an advocacy and policy-influencing hub that engages with UN agencies, member states to the UN as well as the INGO community in Geneva to influence policies in the area of forced displacement. The Representation seeks to use DRC’s accumulated policy expertise, analytical capacity and wide-ranging operational base in over 35 field missions around the globe to add value to policy debates in Geneva.
The DRC Representation also hosts different programs as the Joint IDP Profiling Service (JIPS), the Mixed Migration Centre (MMC) as well as the Secretariat of the Humanitarian to Humanitarian Network (H2H), all together forming the Geneva Office.
Job Summary
The overall objective of the Humanitarian Liaison Officer (HLO) is to act as the focal point of DRCs Geneva´s engagement in global humanitarian architecture and policy processes, give technical support to DRC field operations in humanitarian coordination and support the overall work of the DRC Representation in Geneva. The HLO is in regular contact with DRC operations at field level, shares and collects information related to humanitarian coordination and – in close collaboration with the DRC Geneva Representative- ensures DRC´s commitment to engage in global policy efforts with evidence-based advocacy. A successful HLO has close and regular contact with partners at global and regional level, has high social and communication skills, is tactful, non-confrontational and represents the essence of DRC values through demonstrated integrity at all levels.
Tasks
The duties shall include, but are not limited to:
Thematic Engagement:
• Act as the primary focal point of the DRC Geneva Representation on all matters related to humanitarian architecture affairs at global level and working in close collaboration with the DRC Geneva Representative.
• Develop, implement and update DRC´s engagement plan for global humanitarian coordination in close collaboration with all related DRC entities, particularly the DRC emergency team and DRC field operations.
• Develop and maintain relations with external partners on humanitarian coordination as OCHA, UNHCR, IOM or others with special emphasis on collaboration with NGO partners as ICVA or others.
• Represent DRC at relevant fora of humanitarian coordination at global level, follow policy trends, identify engagement opportunities for DRC and ensure adequate engagement of DRC in strategic humanitarian developments.
External Representation:
• Assist at events related to external representation (e.g. bilateral and multilateral meetings) and keep relevant DRC entities informed and adequately engaged in action and follow up.
• Prepare background documents on displacement related matters for senior management attending Geneva events;
• Interact with all DRC units at central and field level and ensure adequate flow of information on specific topics among all relevant internal actors
• Support global advocacy work of DRC globally and regionally by networking and information sharing with advocacy focal points at central and regional level;
Visits to Geneva:
• Proactively check for opportunities and occasions where visits of DRC units and staff to Geneva are an asset to either DRC and/or Geneva based actors and processes;
• Act as the primary focal point for visitors to DRC Geneva including setting agenda, arranging meetings and operational support;
Other
• Any other responsibility formally assigned to related to overall work of DRC Geneva
Essential qualifications
· Minimum three, preferably five years direct work experience in humanitarian coordination, preferably at field level;
· Proven record of collaboration with humanitarian actors as NGO partners, UN Agencies or donors;
· Strong sense of collaboration, coordination and teamwork at global level;
· Very good social and communication skills;
· Fluency in written and spoken English; any additional official UN language is an asset;
· Good written and oral communication skills;
· Full compliance with DRC Code of Conduct, mission and values;

Salary and conditions
The position is placed in Geneva, Switzerland with the Geneva Representation office (dependent on national Covid or DRC specific restrictions, any staff member is expected to be able to work from the office while home-office is a possibility but rather the exception).
This position will be placed at Employment Band – H. DRC offers a competitive salary based on qualification and experience between 5.100- 6.300 CHF gross. DRC does not pay any additional allowances (e.g. schooling, housing etc.). Following Swiss regulations DRC offers accident and travel insurance. DRC staff pay tax and social security and health insurance according to Swiss law.
