1. Nature of the consultancy: “Disaster Displacement Policy Specialist.”
Background
Climate change and disaster related displacement is an increasingly complicated challenge facing governments in the Pacific region. In holding primary responsibility for protecting the rights of those displaced and in addressing internal displacement, states are supported by IOM to prepare for, respond to and resolve displacement through advisory services, technical cooperation, and the direct delivery of assistance.
Through the European Union funded Pacific Response to Disaster Displacement (PRDD) project, IOM is working with partners such as the Internal Displacement Monitoring Centre (IDMC) and the Platform for Disaster Displacement (PDD) to support government improve systemic knowledge generation, enhance risk-informed policy development and build capacity to build response capacity of National Disaster Management Offices (NDMOs) in Fiji, Republic of the Marshall Islands, Solomon Islands, Kingdom of Tonga and Vanuatu.
IOM is seeking to recruit a consultant to support the implementation of the Pacific Response to Disaster Displacement (PRDD) project to reduce the risk and impact of disaster displacement on persons at risk of being displaced in developing small islands states in the Pacific, so that targeted populations would not be displaced at all, less affected or better assisted and protected when compelled to move, and in pursuance of the priority objectives under the Sendai Framework for Disaster Risk Reduction 2015-2030.
Scope and objectives:
The primary objective of this consultancy is to support and assist governments to integrate disaster displacement other related forms of human mobility challenges into national and subnational and local DRR and climate change adaptation policies and strategies. The consultant will work jointly with the PDD regional advisor and the PDD recruited national consultants.
In consultation with national governments, the consultant will work to stocktake, analyse and report on the gaps and opportunities in existing national and subnational level DRR and climate change adaptation policies, strategies and planning processes to enable the integration of disaster displacement and other related forms of human mobility challenges targeting Fiji, Republic of the Marshall Islands, Solomon Islands, and the Kingdom of Tonga (Activity 2.1.4). This also includes governance mechanisms and processes that consider and include climate mobility challenges (e.g., forced displacement, voluntary migration and planned relocation) as opportunities to reduce the risk of displacement and strengthen resilience.

3. Tasks to be preformed under this contract:
Under the supervision of the IOM Project Manager, and in collaboration with PDD, the consultant will;
· conduct deskbased research/literature review[1] of all policy and governance initiatives in Fiji, Republic of the Marshall Islands, Solomon Islands, and Kingdom of Tonga to directly and/or indirectly address the risks of climate change and disaster displacement.
o providing a profile summary of relevant laws, policies, plans/strategies that directly addresses disaster displacement or indirectly on disaster risk reduction and climate change adaptation[2] in Fiji, Republic of the Marshall Islands, Solomon Islands, and the Kingdom of Tonga.
o mapping gaps and opportunities in the existing governance framework pertaining to disaster displacement and other forms of human mobility including the assessment of government capacities / legislative schedules to implement policies or plans and identify entry points for integration.
· conduct consultation with key stakeholders with the support of PDD and IOM in each country (i.e. Fiji, Republic of the Marshall Islands, Solomon Islands, and the Kingdom of Tonga) to further inform mapping work.
· Presentation findings to PDD, IOM and IDMC and incorporate feedback.
· Develop an blog article summarising findings.
4. Tangible and measurable output of the work assignment, realistic delivery dates and details as to how the work must be delivered.

Revision of final draft- Based on inputs received, the draft framework will be finalized in a Word and PDF document in compliance with IOM publication guidelines and include partner/donor visibility. Draft report detailing the mapping and analysis of laws, policies, plans/ strategies for effective integration of disaster displacement; and providing recommendations on what, where and how to integrate disaster displacement.
