The German Red Cross (GRC) is part of a worldwide community assisting victims of conflicts and disasters and people affected by social or health related crises. The Red Cross Red Crescent (RCRC) Movement provides vulnerable people with assistance without discrimination as to nationality, race, religious beliefs, class or political opinions and adheres to the seven Fundamental Principles of the Movement: Humanity, Impartiality, Neutrality, Independence, Voluntary Service, Unity and Universality. The German Red Cross assists in disaster response, rehabilitation and capacity building projects on appeals of their sister organisations within the Movement.
The Sudanese Red Crescent Society (SRCS) has branches and sub-units in all 18 states of Sudan and an extensive local volunteer base. SRCS is engaged in programme delivery in a range of sectors across the country, and it is an important actor in national disaster response. Current operations include population movement and floods responses. The SRCS intention is to further develop its cash and voucher assistance capacities, and movement partners have agreed to support this process.
German Red Cross has been partnering with SRCS since the 1980s and supports SRCS in various programmes with a focus on WASH, health, livelihoods and food security. Currently, GRC is partnering with SRCS in North Darfur, Kassala and Blue Nile states. GRC actively supports SRCS in its interests in strengthening and expanding upon its technical capacities at HQ and branch levels.
GRC is currently seeking an experienced Cash and Voucher Assistance (CVA) Adviser (m/f/d) to guide and support Sudanese Red Crescent Society (SRCS) in developing its cash and voucher assistance programming and to support cash preparedness efforts. The CVA Adviser will work in partnership with a newly appointed SRCS CVA Officer within SRCS’ Disaster Management department.

Duration: 6 months
Location: Khartoum, with travel to North Darfur and possibly other regions
Main duties & responsibilities:
Cash preparedness
- Support the SRCS leadership to institutionalise cash assistance programming, understanding the SRCS needs, challenges and opportunities.
- Conduct CVA Preparedness Organisational Capacity Self-Assessment.
- Provide technical support to the development of a detailed CVA Plan of Action for 24 months, including a workplan and a budget.
- Provide training, coaching and mentoring to the SRCS CVA Officer, including facilitating coordination around CVA with Movement partners.
- Support to SRCS Financial Service Provider procurement following IFRC compliance (supported by IFRC regional office).
- Identify skill and knowledge gaps related to CVA and address these through training and capacity building or make recommendations to SRCS Head of Programmes.
Coordination
- Support SRCS in coordinating its efforts and Plan of Action with the Africa Cash Roadmap
- Explore the feasibility for joint or common cash platforms in cooperation with other humanitarian actors.
- With the SRCS CVA officer, liaise with external stakeholders and represent SRCS activities and engagement regarding CVA, and actively participate in the Cash Working Group.
- Maintain reporting and communication lines with German Red Cross Head of Office and SRCS Head of Programmes
- Maintain good coordination and communication with program and technical colleagues of other movement partners in the country and possibly in the region as necessary
Implementation
- Outline the MEAL plan for the CVA including CEA and feedback/response mechanisms and market and price monitoring.
- Identify potential pilot projects/regions to integrate CVA activities (as determined by SRCS and partnering National Societies) and support the implementation of the pilot. This includes in country travel to conduct FSP mapping, market assessments and on-the job trainings of branch staff and volunteers.
Required Competencies & Skills:
- Proven experience in working with partners, including in an advisory and capacity strengthening role.
- Solid programmatic, financial and organisational planning skills.
- Previous experience of working for the Red Cross / Red Crescent Movement and in working closely with a RC/RC National Society are strong assets.
- At least 3 years’ work experience with CVA in humanitarian and/or development sectors.
- Sound understanding of RCRC preparedness/contingency planning and disaster response.
- Excellent coordination skills, including the ability to liaise with various agencies/individuals, organize events, prioritize work and ensure a smooth flow of information and an environment of cooperation and information-sharing.
- Ability to work independently and with people located in different geographical locations and in other organizations.
- Ability and agreement to adhere to the Red Cross Red Crescent Fundamental Principles
- Experience in working in a difficult and volatile security situation and ability to handle stressful situations.
- Oral and written fluency in English is required. Advanced knowledge of Arabic is an asset.
- Ability to complete a thorough medical screening process ‘working abroad under specific climate and health conditions’.
- Cultural sensitivity, underpinned by substantial working experience outside her/his home country, including in insecure and conflict-affected contexts.
- Ability to work independently, highly results-oriented and as a team member.
- Valid Driving Licence.
