About the Role

The Coordinator, Program Quality role is a key member of the CARE in the Pacific team which is responsible for managing partnerships and programs in the Pacific countries where CARE does not have a country office (currently Fiji, Solomon Islands, Tonga, Samoa, Kiribati and Tuvalu).

The role will work closely with the Pacific Program Manager, Pacific Gender and Inclusion Senior Advisor, Pacific Gender & Program Quality Coordinator, project coordinators and partners to provide direct technical advice and support on program quality using a range of CARE international program quality tools and approaches that have been adapted for the Pacific and are gender and disability inclusive. This includes working with partners to facilitate the development of Monitoring, Evaluation, Accountability and Learning (MEAL) frameworks, monitoring tools and approaches, accountability to affected populations (AAP) processes and data collection for donor reporting. This role will also liaise with CARE International on global data collection processes ensuring data from the Pacific team is incorporated.

Key Responsibilities

  • Facilitating processes with CARE in the Pacific project coordinators and partners to ensure MEAL plans are in place for all projects that are aligned with project workplans and CARE International standards (including gender), are compliant with donor requirements, and well integrated across grants;
  • Work with partners to implement MEAL plans that are adapted to their context and gender and disability inclusive, and support partners to complete regular monitoring and tracking of indicators;
  • Support donor reporting data collection working closely with project coordinators and partners ensuring gender and disability inclusion;
  • Support data collection and analysis processes and write-up of quantitative data for reports such as baseline and endline assessments and post-distribution monitoring ensuring gender and disability inclusion;
  • Work with the CARE in the Pacific team and partners to engage in shared learning, in particular around gender, inclusion, localisation, humanitarian approaches and standards and accountability mechanisms;
  • Support information management and sharing both internally and externally including providing inputs into CARE International and Pacific Cluster Situation reports; and
  • Support the CitP team and partners on programme quality and MEAL related tasks across the regional portfolio as needed.

Ideally you will have:

  • 3 years’ experience working in the humanitarian sector and/or international or community development with a focus on MEAL and programme quality, experience in the Pacific highly desirable;
  • Demonstrated experience working alongside local civil-society organisations, preferably in in the Pacific, to support implementation of MEAL systems and tools;
  • Experiencing implementing key MEAL project activities, including baselines and reporting;
  • Strong communication skills in cross-cultural environments, including the ability to speak and write effectively in English, with demonstrated experience preparing quality reports for donors;
  • Strong data management skills with the ability to analyse large quantities of data and generate reports;
  • Strong time management skills with the ability to work with limited supervision and remotely, and a consultative approach that is open to feedback;
  • A Bachelor’s Degree in a relevant field, or equivalent experience; and
  • An understanding of CARE’s vision, mission and values, and a commitment to uphold the CARE Australia Child Protection Code of Conduct and Preventing Sexual Harassment, Exploitation and Abuse policy for the duration of the assignment.
