Humanity & Inclusion (HI) is an independent and impartial aid and development organisation with no religious or political affiliations operating in situations of poverty and exclusion, conflict and disaster. We work alongside people with disabilities and vulnerable people to help meet their essential needs, improve their living conditions and promote respect for their dignity and fundamental rights.
Since the organisation was first founded in 1982, we have set up development programmes in more than 60 countries and responded to many emergencies. Today we have a budget of around 150 million euros, with 3500 employees worldwide.

JOB CONTEXT :
HI has been operating in South Sudan since 2006, implementing emergency and development actions aimed at improving protection, quality of life, and the promotion of rights of vulnerable individuals, including people with disabilities. HIs current portfolio adopts an integrated and multi-sectoral approach which includes interventions centred on MHPSS, Protection, Functional Rehabilitation and livelihoods with disability inclusion a cross-cutting theme across all programmes. During 2021, HI is planning to establish a base in the greater Unity, which remains among the most conflict and disability affected states of the country. The operational context in South Sudan today is considered largely humanitarian/emergency while phasing in resilience programming. The ongoing peace initiatives if they succeed might result in huge population movements of returnees (both IDPs and refugees) across the country.
HI current programs are funded by ECHO, FCDO, MOFA Luxembourg and OCHA. As part of its 2019-2021 strategy, HI South Sudan is prepositioning to deepen programming in Protection, to expand program interventions in Health (MHPSS, reproduction health and physical rehabilitation) as well as inclusion in humanitarian action, livelihood and to undertake innovative programming in Education in emergency. HI works in close collaboration with the South Sudan Humanitarian Clusters (Health, Protection, Food Security & Livelihoods and Education), UN agencies and Government departments (Health, Agriculture, Education, Gender and Youth, and Relief & Rehabilitation Commission). HI is also an active member of the South Sudan NGO Forum, Health. The mission currently employs 09 international and 70 national staff, working from the coordination office in Juba, field office in Yei and a mobile response team covering multiple locations across the country.
This project will provide general protection and disability Inclusion mainstreaming interventions through targeted assistance to persons with and without disabilities. This will be through individual protection assistance (IPA) including assistive devices, safe referrals, capacity building on disability mainstreaming to protection actors, OPD engagement and awareness raising activities. The child protection component will in addition to the above include, mental health and psycho-social support (MHPSS) for children and their care givers and establishment of referral pathways in Aweil South. The project target populations include, people displaced through conflict, floods and Covid-19 affected vulnerable groups with and without disabilities so they can safely and with dignity access their most fundamental rights and entitlements. This will be done through the provision of individual protection assistance, including, identification, assessments, referrals and provision of MHPSS and physical rehabilitation services to persons with heightened vulnerabilities, to ensure that they are able to access assistance and services. Crucially, the project will build capacity of protection emergency responders with the intent to influence policies, practices, attitudes and decisions aimed at creating an enabling environment to support for inclusion of persons with disabilities and elderly.
HI is looking for a project manager for 7 months
YOUR MISSION:
Reporting to the Operations Manager, as a Project Manager, you contribute to the implementation of the mandate and the 10-year strategy of Humanity & Inclusion in the country where you are based. You ensure optimal quality and impact of the projects implemented in the country by means of a delegation system with appropriate control mechanisms. With all HI managers, and through paradigm changes, you share responsibility for the sound management and effective functioning of the global organisation,
You will have overall responsibility for delivering the OCHA/SSHF Protection project, based in Juba to supervise staff, project activities, with regular travel to field sites. You will be responsible for day-to-day project management and monitoring of the project delivery, budget and HR administrative tasks. You will have a dedicated team that will support in the identification, assessment, referral and implementation of direct services to person with specific needs within the project sites.
Your missions on that project will be :
Management
· You will line-manage the project’s team members, organise and lead regular team meetings.**
· You will manage the recruitment and selection of new team members
· You will ensure strict application and respect of the programme’s Internal Regulations by the project team.
Expertise
· You provide the technical expertise for the project.
· You help to coordinate technical professional development and facilitate a community of practice, in collaboration with Technical Division
· You manage relationships with technical authorities, local partners or other stakeholders
Implementation and Monitoring
· You ensure project implementation, in collaboration with the relevant services and in line with general standards and procedures.
· You ensure project data management and project reporting
· You prepare and steer project evaluation and capitalisation
Influence & Communication
· You contribute to HI’s external influence by participating in relevant networks – Represent HI and actively participate in various cluster, coordination, working groups and other meetings relevant to the project, in consultation with Operations Coordinator.
· You liaise regularly and work closely with donors, other agencies and partners to promote HIs work, or promote best-practice within the sector through coordination.
· You develop strong information sharing networks across in country to support information exchange and to gather up-to-date context, needs and technical information relating to your project.
Strategy & business development
· You contribute to programme or country operational strategy (StratOp)
· You draft new project proposals for the continuity or expansion of the project
YOUR PROFILE :
· You hold a degree in relevant field such as development studies, international cooperation, social sciences or human rights law (bachelors as a minimum)
· You have at least 3 years’ experience in project cycle management, including budget management, administration and logistics especially Protection projects
· You have at least 3 years’ experience managing complex PROTECTION humanitarian and/or development response efforts.
· You have experience of coordinating project activities and staff teams across multiple locations
· You are resilient to stress and uncertainty, and you show some ability to give and receive constructive feedback
· You are audacious and show some initiative
CHARACTERISTICS OF THE POSITION :
The capital, Juba, with major presence of INGOs and UN, has basic but acceptable leaving conditions (generator, water tanks, basic roads…) and high cost level.
Rural areas have very badly shaped roads, few infrastructure and NGO are leaving in compounds. The different sites of intervention are accessible by plane through MAF and WFP-run services.
The rainy season in South Sudan goes from May/June to September/October. During this period, movements are mostly limited since the roads are impracticable.
The security conditions are instable with a level 3 and areas under massive conflict.
A special system of R&R is in place with time for rest out of the country every 8 weeks around.

· Salary from 2448 € gross/month upon experience
· Perdiem : 590,04 € net/month – paid in the field
· Hardship : 500 € net/month paid with your salary

· R&R : 5 working days every 8 weeks
