Ensures efficient operational functioning of Field Finance Office in the assigned field, follows
up on all financial and accounting matters including, but not limited to: the maintenance of
the financial accounts in compliance with IPSAS accounting standards, UNRWA policies and
technical instructions; ensures that all activities related to month-end and year-end closure are
completed on time and coordinates with all related offices within his/her respective field;
Oversees budget planning, preparation and implementation in the Field assigned for all
funding portals -Programme Budget (PB) and non-Programme Budget (Non PB) funds- and
ensures its conformity with the Agency’s budget technical instructions and templates ; ensures
budget monitoring, controlling and reporting on expenditure for all funding portals (PB and
Non PB); provides analysis and reporting for all budget/expenditure reviews;
Oversees the cash requirements and funding positions of the field to ensure liquidity for the
operations; manages foreign exchange exposure for field currencies, short-term deposits,
investments and manages the relationship with banks and financial institutions; ensures
smooth running of day–to-day operations of the Finance Office; approves journal, payment
and cash receipt vouchers ensuring that the supporting evidence justifies raising the
transaction and that the computations are correct; ensures accurate and timely processing of
claims including monthly payroll processing; controls cash balance in the Field and verifies
the accuracy of the bank reconciliation statement; the receipt, safeguarding and disbursement
of Agency’s cash in compliance with policies and instructions;
Reviews all financial reports under Field Finance purview; ensures efficient process is
maintained for closure of accounts and reviews periodic reports to ensure accuracy and
compliance with standing policy and procedures, as well as adhering to HQ timelines for
completion of such, including payables and receivables reconciliations;
Liaises with external stakeholders such as banks, vendors and contractors to ensure
availability of information and stakeholder relations; maintains open communication with
internal customers including departments/ programs and associated staff within the Field; act
as a focal point during UNBoA audit and EU Verification missions and ensures proper
communication between all stakeholders during these missions;
Oversees that financial operational efficiency is maintained in all Area Field Finance offices
including management of imprest fund, canteen revenue and other related activities; provides
guidance, support and training to all subordinates and ensures that they are fully equipped to
perform the assigned responsibilities; coordinates between cross cutting functions within and
outside finance and ensures smooth finance operations in his/her respective field office;
Participates in or conducts various committees such as Tender Opening Committee, Provident
Fund Loan Committee, etc., as assigned by the Field Director; acts for the Head Field Finance
office during the latter’s short term absences; advises her/his supervisor on the overall
performance of staff, supervises and advises the Finance staff on the technicalities of their
duties, building capacity and developing staff skills; reports and raises issues of concern to the
supervisor as needed; coordinates with her/his team on management and ad-hoc reports as
required by Field Management and Headquarters as related to finance issues in the assigned
field;
Performs other duties as may be assigned by the supervisor(s).
