Background:
ODIHR is looking for a consultant to provide written recommendations on the most effective ways to create digital content for modules common to TND’s three flagship hate crime trainings.
The Office for Democratic Institutions and Human Rights (ODIHR) is the principal institution of the OSCE responsible for the human dimension. ODIHR is active throughout the OSCE region in the fields of election observation, democratic development, human rights, tolerance and non-discrimination, and the rule of law. ODIHR’s assistance projects and other activities are implemented in participating States in accordance with ODIHR’s mandate.
ODIHR is mandated to provide technical assistance to participating States to address hate crimes. To this end, ODIHR has developed and implemented its Training Against Hate Crimes for Law Enforcement (TAHCLE), Prosecutors and Hate Crimes Training (PAHCT) and Hate Crime Training for Civil Society across the OSCE region, designed to improve responses to hate crimes by law enforcement, prosecutors and civil society respectively.
Due to the COVID-19 pandemic and the related travel and movement restrictions, ODIHR has implemented its TAHCLE, PAHCT and Hate Crime Training for Civil Society capacity building activities online. In relation to this, a need has emerged to develop new digital/visual training content that ODIHR can make use of in both online and in-person trainings. The following training areas, common to TAHCLE, PAHCT and the Hate Crime Training for Civil Society, have been identified as a current priority: (1) Assessment of the extent and the impact of bias, prejudice, harassment or hostility in societies; (2) The hate crime concept and impact of hate crimes; and (3) Identifying and recording hate crimes – bias indicators.
Objectives:
The objective of this consultancy is to provide written recommendations on the most effective ways to create digital content for the three aforementioned training areas common to TAHCLE, PAHCT and the Civil Society Hate Crime Training.
Tasks and Responsibilities:
Under the supervision of the Adviser on Civil Society Relations, the consultant will perform the following tasks:
- Review and become familiar with the modules in TAHCLE, PAHCT and the Civil Society Hate Crime Training on (1) Assessment of the extent and the impact of bias, prejudice, harassment or hostility in societies; (2) The hate crime concept and impact of hate crimes; and (3) Identifying and recording hate crimes – bias indicators. Special attention should be paid to the commonalities and nuances among the substance and audience for each training area.
- Identify the portions of these modules which lend themselves to the creation of digital content.
- Provide written recommendations on potential forms of digital content that can be used across the trainings to convey the core concepts contained in each training area and most effectively facilitate both online and in-person learning. Recommendations should include detailed and practical examples of how the digital content can be used. Recommendations should be accompanied by at least one alternative modality that could be used so as to create options which will serve as the basis for the ODIHR’s final selection process. These recommendations should be accompanied by detailed explanations (no fewer than 500 words) as to why the modalities were selected, how they can be used, and their advantages and disadvantages vis-à-vis online and in-person training.
The assignment will include:
• Desk review of TAHCLE, PAHCT and CSOs training manuals (3 days)
• Outline of the report (3 days)
• Discussing the outline with the relevant TND colleagues (1 day)
• Review of ODIHR’s inputs and feedback, agreeing on and incorporating necessary adjustments (2 days)
• Submitting final report (1 day)
Deliverables and performance indicators:
Written report with recommendations on potential forms of digital content that can be used across the three core trainings, the basis of which will inform ODIHR’s final selection process.
Necessary Qualifications, Experience and Skills:
• University degree in education, pedagogy or related disciplines;
• At least 4 years of professional experience in teaching or curriculum design;
• Expert understanding of online and in-person adult learning pedagogy or andragogy;
• Demonstrated knowledge of a variety of training methods and experience of designing training courses and curricula including online courses using appropriate methods in the areas of human rights, diversity, or tolerance and non-discrimination;
• Understanding of the international environment in which tolerance and non-discrimination-related activities are being discussed, promoted and implemented is a benefit;
• Experience in applying a gender and diversity mainstreamed approach to work on issues related to curriculum design;
• Experience of working and communicating with people of different national and cultural backgrounds
Consultancy period: October 1st to November 1st 2021
The number of working days envisaged: 10 working days
Location: The consultant will work from home including via Zoom whenever required.
Remuneration Package:
Remuneration will be based on the selected consultant’s/expert’s qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
