The American Red Cross is currently hiring a Senior Technical Advisor on our Disaster Preparedness Tools and Resources Team.
Summary
The American Red Cross (ARC) seeks a Sr. Technical Advisor, Preparedness for the Preparedness Services directorate which includes the Global Disaster Preparedness Center (GDPC) and the support to country level Preparedness activities in the American Red Cross International Services Department (ISD). The GDPC is a reference center, hosted by ARC in coordination with the International Federation of Red Cross and Red Crescent Societies (IFRC). It offers support services to the global Red Cross/Red Crescent network in areas related to disaster preparedness and innovative solutions for national societies for knowledge management, research and technical assistance.
The position will provide technical oversight of traditional and innovative preparedness projects and initiatives of the American Red Cross (including the GDPC). These focus primarily on community preparedness (covering youth, school, individual, household and neighborhood preparedness – including early warning systems) as well as institutional preparedness activities. Additionally, this position will contribute to the GDPC’s knowledge management efforts by supporting research, and facilitating data collection, analysis and dissemination. This position is a dynamic one and will also involve a percentage of time dedicated to supporting the IFRC Geneva Secretariat on NS Preparedness initiatives. The Sr. Technical Advisor, Preparedness will report to the Manager, Disaster Preparedness Tools and Resources and will have formal line report to IFRC in Geneva as well.
Primary Responsibilities
- Provide technical input and guidance on community and institutional preparedness topics to national societies, including the American Red Cross and key partners.
- Collaborate with field-based units to conceive, design and develop projects and programs.
- Contribute to or lead writing on DP related concept notes and proposals.
- Help identify new trends in preparedness, support Future & Foresight exercises. Design mechanism to keep ISD field teams abreast of trends and support efforts to build in future programs.
- Support and facilitate coalition building around broader Movement preparedness initiatives.
- Build internal capacity on community and institutional preparedness, by providing training and disseminating latest guidance and resources from Geneva and across programs.
- Supporting IFRC’s efforts to strategically bridge NSD and PER.
- Help the IFRC develop preparedness guidance as needed.
- Help incorporate measurement approaches to capture knowledge transfer, behavior change and impact across projects and programs.
- Contribute thought leadership and technical input to preparedness work of the American Red Cross, the IFRC Secretariat, national societies and global and regional forums for humanitarian and development.
- Facilitate contributions toward the knowledge management strategies and practices of the GDPC (i.e. sharing of good practices, lessons learned, impact evaluations, website, etc.).
- Serve as technical contributor and liaison with the IFRC Geneva Secretariat on matters of NS Preparedness strategy, tool development, thought leadership, capacity building.
Minimum Qualifications
- Bachelor’s degree plus 7 years of experience in International Affairs, Disaster Management/DRR, Humanitarian Assistance, or related fields. Master’s Degree preferred.
- Experience working with or for the Red Cross or similar humanitarian NGO strongly preferred.
- Viable candidates must have experience delivering community-based programs
- Candidates should have experience with incorporating protection gender and inclusion in community-based programs and projects.
- Experience integrating community engagement and accountability approaches in community programs and projects.
- Strong understanding of different methods of monitoring and evaluation including new technology-based approaches.
- General comfort level with technology is required with proficient in Microsoft Office, including Word, Excel, SharePoint and PowerPoint expected. Also, familiarity with Salesforce, Google Drive, Drop Box, Zoom/MS Teams preferred.
- Must be detail-oriented and organized, self-motivated and have strong analytical skills.
- Excellent interpersonal skills and diplomacy are vital in this role
- Must be flexible and willing to participate in conference calls outside of regular business hours, work remotely and travel as needed.
- Ability to work and problem solve independently, meet multiple deadlines, and interface with a broad spectrum of NHQ and chapter staff is required
- Experience in disaster risk reduction, resilience, disaster preparedness and/or disaster response.
- Prior experience working and leading in a matrixed management structure desired.
- Experience managing grants (USAID awards preferable) as well as sub-recipient relationships.
- Experience working with local/national partners.
- Bilingual or multi- language fluency is desired.
- Candidate must have strong verbal and written communications skills and must demonstrate familiarity with evolving industry standards.
- Experience in proposal writing, project design, and other fundraising methodologies is desirable.
- Experience and knowledge of Project Management and the project management cycle, including project design, launch, implementation, monitoring, evaluation, and learning.
- Must be able to travel internationally up from 20-30%.
- Applicants must be eligible to work in US.
For those candidates located in Colorado, the salary range for this position is: $85,000 – $100,000
