Context:
Established in 1951, and operational in Pakistan since 1981, the International Organization for Migration (IOM) is the leading inter-governmental organization in the field of migration and works closely with governmental, inter-governmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
Over the years, IOM has expanded and affirmed its role as the leading Organization assisting the Government of Pakistan to ensure humane and orderly movement of people by devising practical solutions to shifting dynamics of migration, protecting, assisting and supporting vulnerable migrant populations, promoting international cooperation on migration issues and serving as a key source of advice on migration policy, research, data and practice.
IOM Pakistan has been working to address the gaps in the humanitarian-development-peace nexus towards ensuring that the Government of Pakistan can effectively manage movement through its borders. Aligning priorities with the National Action Plan, IOM Pakistan is implementing a range of activities to address migratory challenges and strengthen operational capacities of border management authorities and agencies through a comprehensive migration management and integrated border management system.
Under the overall supervision of the Chief of Mission (CoM), the direct supervision of the Senior Programme Manager and in coordination with the Migration Management Unit in Pakistan and relevant colleagues in Regional Office for Asia and the Pacific (ROAP), the successful candidate will be responsible for the management, implementation and monitoring and evaluation of Immigration and Border Management (IBM) activities and projects in Pakistan.
Core Functions / Responsibilities:
- Manage and ensure the overall implementation of IOM’s IBM projects in Pakistan, ensuring its impact, effectiveness, coherence and integrity and the timely achievement of project activities and results in line with IOM’s policies, practices and donor requirements.
- Plan and manage the timely implementation of the project’s activities and initiatives. Provide advice, and technical and programmatic guidance, and supervise the work and staff of the project team including reporting, monitoring and evaluation.
- Backstop the operational, administrative and financial aspects of projects in coordination with mission relevant units.
- Establish and maintain effective working relationships with government authorities to advise on project implementation and relevant IOM procedures and processes, and the resolution of challenges. Organise and attend periodical meetings with relevant government authorities on project needs or gaps, and take corrective action to ensure implementation success.
- Analyse, assess and recommend revisions to project implementation modalities, coordination mechanisms and overall strategy in coordination with the senior management.
- Develop and conduct capacity building activities for partner government agencies, local partners and other stakeholders, in coordination with technical experts, such as document security, passport examination, investigation techniques, records management and data protection, migration terminology and concepts and Humanitarian Border Management.
- Prepare regular project reports in a timely manner according to IOM regulations and donor requirements.
- Represent IOM at meetings, briefings, events, forums and conferences as well as liaise with donors, governmental partners, project partners, think tanks policy centres at the international and national level. Identify and promote strategic and technical partnerships with relevant government entities, private sector and civil society partners, United Nations (UN) agencies and other stakeholders, to strengthen IOM’s IBM portfolio in Pakistan.
- Develop and maintain communication and visibility tools for the migration management unit. Ensure that internal and external reporting and communication materials adhere to IOM communication policy, IOM data protection policy, as well as the visibility guidelines of the donor governments.
- Assess trends and develop project proposals and concept notes for new project and funding opportunities.
- Undertake duty travel for project implementation, monitoring and advice, as well as problem
resolution and development purposes.
- Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in Political or Social Sciences, Business Administration, Migration Studies, International Relations, Law or a related field from an accredited academic institution with five years of relevant professional experience; or
• University degree in the above fields with seven years of relevant professional experience.
Experience
• Experience in migration-related areas of work, including operational and field experience;
• Proven experience in immigration and border management (including border management technologies), travel and identity documents examination;
• Experience working in a multi-stakeholder environment, establishing and maintaining good working relationships with governmental authorities, UN agencies, civil society;
• Experience in project development, management, monitoring and evaluation in the international development/ humanitarian sector required;
• Experience working in the region is an advantage.
Skills
• Good communication skills and ability to maintain effective working relationships with government authorities, national and international organizations, as well as project partners.
• Excellent writing, reporting and analytical skills.
Languages
IOM’s official languages are English, French, and Spanish.
External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).
For all applicants, fluency in English is required (oral and written). Fluency in Urdu or Pashto is an advantage.
