POSITION: HEALTH SYSTEM STRENGTHENING LEAD
LOCATION: MACHAKOS/KITUI/MAKUENI

Background The Center for International Health, Education and Biosecurity (CIHEB)-Kenya is a local non-governmental organization collaborating with the Ministry of Health and County Health Management Teams to strengthen health systems for improved quality of health care in Kenya. CIHEB-Kenya is collaborating with the county governments of Mombasa, Kilifi, Kwale, Taita Taveta, Machakos, Makueni, Kitui, Nairobi, Kisumu and Migori to support the implementation and expansion of high quality, sustainable and comprehensive HIV prevention, care and treatment programs and expansion of COVID-19 vaccination with funding from the President’s Emergency Plan for AIDS Relief (PEPFAR).
Job Summary
The Health Systems Strengthening Lead will lead strategies to build capacity and transition services, human resources and infrastructure to the County and Sub-County. As a cornerstone of ensuring technical fidelity and in coordination with the CQI Lead will lead implement of CQI approaches through providing support to County Clinical Improvement Specialists in implementing CQI in their county and Technical Leads in implementing CQI within their technical area.
Duties and Responsibilities
- Coordinate the assessment of county capacity to support HIV services
- Collaborate with other partners to develop costing of county HIV-related services including service delivery, laboratory services and other HIV related commodities, human resources, and infrastructure.
- Lead the development of HIV transition plans with the county and sub-counties in alignment with project work plans and county annual work plan processes
- Review together with PI, PD and Counties implementation and progress of transition plans
- Develop and refine CQI approaches for each technical area with action plans and conducting follow-up based on CQI assessments
- Support the finalization of the CQI dashboard and it’s for decision making at county and sub-county level
Qualifications:
- Medical Doctor or Masters in Public Health, Epidemiology or Statistics with 10 years of experience in health programs, as least 5 of which are with PEPFAR-funded programs and working in CQI.
- Must have prior experience in capacity building, such as developing content, planning, and facilitating trainings and providing technical assistance.
