Programmes Officer At Human Relief Foundation

KEY RESPONSIBILITIES

Working under the Country Director, the Programmes Officer will be responsible for coordinating the development and implementation of HRF’s programmes in Yemen. Specific responsibilities include:

  • Proactively monitoring potential new funding opportunities for HRF in Yemen through relevant open sources (donor websites, humanitarian assistance portals), clusters and scoping with existing and potential donors.
  • Coordinating the development of concept notes, proposals and situation analyses, including designing logical frameworks, setting realistic and measurable targets, and developing narrative proposals and budgets.
  • Maintaining regular communication with colleagues in the UK and Yemen, relaying relevant information in a timely manner.
  • Identifying and representing HRF at relevant networking opportunities and other meetings, such as cluster meetings in Yemen.
  • Liaising with colleagues to procure primary data required to develop successful proposals; creating primary data collection tools to facilitate this.
  • Developing and maintaining strong working relationships with donors and humanitarian sector focal points.
  • Working collaboratively to strengthen integration and cross-learning within the programmes department.
  • Consolidating and finalising donor reports (examining coherence with proposal and previous reports, quality and adherence to donor guidelines).
  • Providing briefing papers and supporting the development of external communication tools relevant for donor visits/meetings.

PERSON SPECIFICATION

  • At least 2 years experience in a similar position.
  • Experience writing successful project proposals which have been funded by the the key institutional donors.
  • Experience working in Yemen an advantage.
  • Self-motivated, able to use initiative and work effectively without close supervision.
  • Excellent communication skills, including fluent spoken and written English and exceptional report writing and editing skills.
  • Knowledge of Arabic an advantage.
  • Ability to prioritise multiple tasks and produce high quality work while meeting competing deadlines.
  • Strong interpersonal and intercultural skills.
  • Candidates already in Yemen will be prioritised for this role.
