General Description of the Programme:
GOAL an International Humanitarian Organisation has had a presence in Turkey since 2013 and has been contributing to the migrant response since 2016 with a focus on responding to needs in health service delivery, social safety nets and the protection of vulnerable and marginalised migrants in southern Turkey.
GOAL has been working in Syria since 2013, responding to the acute needs of conflict-affected communities. GOAL is working in Idleb Governate, both through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, and provision of Water, Sanitation and Hygiene (WASH) through support to Water units, as well as emergency support to recently displaced households.
Duties, objectives and competencies
- Ensure accurate and up-to-date information is maintained for all programme activities and that data generated through field activities is updated on a daily basis on centralised records and stored securely; this includes ensuring accurate disaggregation of beneficiary data, in line with GOAL and donor requirements and ensuring that ‘no-shows’ and new arrivals are effectively tracked and recorded for all programme activities;
- Implement and manage information management system for hard and soft copy programme documentation, including scanning and storage.
- Develop MIS staff and Train the employees in using information systems and help them understand the configuration of the systems.
- Provide training and necessary assistance for the departments involved in implementation and use of the software systems.
- Keep tracking CommCare entries and verify the accuracy and correctness of the data and develop fixes and enhance the Programmes Database.
- Use GOAL’s online system to update the data of distribution, or beneficiaries list.
- Ensures the consistency of GOAL’s online system.
- Data Reporting using Power BI.
- Update Relational database design and excellent data management and handling using SQL.
- Developing Advanced SQL queries to ensure the consistency of the system ( CFM data, verification data ).
- Ensure the conistinsy of the whole system and ensure that it updated with last updated data coming from the Selection , CCRM and programmes.
- Keep tracking of the received documents and data form any department or programme and compare it to the initial plan and report any differences to their line manager.
- Completing weekly reports to their line manager (Field MIS Manager) to report on work carried out in the previous week.
- Working with the M&E team to prepare lists of beneficiaries for the surveys.
- Other tasks as required relating to data management and as determined by the Field MIS Manager.
- Ensure adherence to GOAL’s Code of Conduct and Child Protection Policy and standards of integrity, as well as uphold GOAL’s whistleblowing mechanisms;
Requirements (essential)
- Bachelor’s Degree from a recognised university, preferably in IT, Data Management or similar.
- 2- 3 years of previous experience in a relevant work with NGO’s as MIS, Data, or Similar officer level at least.
- Very good English language skills (spoken, written and reading)
- Excellent Arabic language skills (spoken, written and reading)
- Experience of leadership and team management and ability to capacity build and motivate the team.
- Excellent IT skills (Microsoft Office, VBA, programming language in Excel, and HTML)
- Excellent attention to detail and problem-solving.
- Hard-working, proactive and able to prioritise to manage a demanding workload.
- Commitment to beneficiary accountability and humanitarian principles.
- Excellent skills in information management and report writing.
- Excellent skills in data analysing using Power BI and merging multiple sources.
- Excellent Skills of SQL querying techniques.
- Experience of digital data gathering technology such as (CommCare , KoBoToolbox…)
Requirements (desired)
- Experience of Visual Studio IDE is desirable.
- Experience of programming languages such as C#.NET , ASP.NET is desirable.
