Programmes Officer – GOAL Syria in Amman, Jordan At GOAL

General Description of the Programme:

GOAL has been working in Syria since 2013, responding to the acute needs of conflict-affected communities. GOAL is working in Idleb Governate and Northern Aleppo, both through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, and provision of Water, Sanitation and Hygiene (WASH) through support to Water units, as well as emergency support to recently displaced households

Job purpose:

The Programme Officer reports to the Country & Syria Programme Directors (Syria Response) who are responsible for managing GOAL Syria Mission & Programmes. The Programme Officer will play a vital role in GOAL Syria to support the Country Director and the Programme Director in managing the mission / programme effectively & efficiently, including managing information, organizing internal and external meetings (including SMT and donors’ meetings), monitoring action points, assisting in reporting and administrative tasks.

Duties, objectives and competencies

  • Management & Programme Support
  • Support efficient and effective communication and coordination of the Country Director (CD) and the Syria Programme Director (SPD), engaging with all direct reports of both positions
  • Support the Strategic and Annual Country Planning processes
  • Develop and maintain a coordinated calendar of key events for SMT and programme
  • Organize, coordinate, prepare agenda, and taking minutes of Sr Management & programme meetings (SMT; programme reviews, etc.) and follow up implementation of key action points and decisions in a timely manner. Develop tracking tool for action points.
  • Support the preparation of donor meetings: agenda; review and editing of presentations. Attend donor meetings: take notes and write minutes. Follow up on actions and coordinate with relevant stakeholders
  • Support new programme management staff in the onboard processes (facilitate the planning and organising of the inductions). In conjunction with HR, find ways to continually streamline and strengthen the onboarding processes.
  • Plan and manage the documentation process of key programme events and information/ report dissemination (programme reviews, Annual country Plans, etc.)
  • Analysis, Reporting, Information management for internal and external stakeholders
  • Develop a system for tracking and managing information requests from 1/ donors to senior programme management; 2/ senior programme management to programme coordinators / teams.
  • Conduct background research and staff interviews to inform talking points, briefings, etc.
  • Support the development of trends and other analyses to advise senior management on recommendations, as requested by CD/SPD
  • Support the CD and SPD in developing and editing of presentations for key internal and external stakeholders.
  • Support the production of documentation for visibility and advocacy purposes to donors.
  • Conduct periodic analysis and synthesis of programme reports as requested
  • Coordinate with the management team in preparing the bi-weekly report
  • Coordinate the development/update of programme overviews, success stories, etc.Support the editing and dissemination of reports to internal (Dublin, Syria team, etc.) and external stakeholders
  • Support the editing and dissemination of reports
  • Administrative management & filing
  • Oversight of GOAL Syria Programme share point
  • Ensure the programme filing system is regularly updated.
  • Ensure that all minutes/summary of key meetings (SMT and programme management) are updated and regularly accessible online to SMT and programme staff
  • Support CD and SPD in administrative tasks in the areas of procurement, recruitment, finance, IT, and logistics
  • Provide occasional coordination or administrative support to other members of the programme team, with the agreement of the SPD.
  • Provide other support as requested by the CD and/or SPD

Requirements (essential)

  • A primary Degree in any of the following: Social Sciences, Development Studies, or relevant discipline AND minimum of two years/experience in administrative or programme support;
  • OR minimum of four years’ experience on administrative or programme support
  • Fluent in written and spoken English
  • Excellent written and oral communication skills;
  • Advanced report writing skills
  • Able to effectively plan, organise and prioritise workload and multi-task when necessary
  • Excellent IT and data analysis skills (particularly Excel) and an ability to develop new solutions and processes
  • Strong creative problem-solving skills
  • Attention to detail and ability to manage a significant workload
  • Excellent use of Microsoft package
  • Excellent planning & organising skills
  • Strong computer skills – Advanced MS Word/PowerPoint (high level)
  • Proven experience using Power Point and other software to develop materials for a range of internal and external stakeholders
  • Interpersonal & influencing skills

Requirements (desired)

  • Ability to work under pressure, with minimum supervision.
