Consultancy on Parent Satisfaction Survey on screening and referral services

1- Presentation of the context **

1. 1 Organization background

Humanity & Inclusion (HI) is an independent and impartial international aid organization working in situations of poverty and exclusion, conflict, and disaster. Our actions focus on the prevention of disabilities and the provision of support for people with disabilities, to respond to their essential needs, improve their living conditions and promote respect for their dignity and their fundamental rights.

1.2 Project Background

Early detection and early intervention is a very important infant and children that have congenital, injure, and serious illness that can lead the child to permanent disability. By strengthening the early detection and early intervention mechanism, the health and wellbeing of children can be improved in which contributes to improving the quality of life of children under 5 years old.

The Mother and Child Health (MCH) project has been implemented in Kampong Cham and Tboung Khmum provinces from 2018 to 2022. The project aimed to improve the health, living conditions, social participation, and socio-economic development of people with disabilities through facilitating access of persons with disabilities to quality health and social services through an inclusive and holistic approach.

2- Presentation of the Endline survey

2.1 Rationale

The screening activity of the project has been implemented in selected 29 Health centers (HCs) in three Operational districts (Prey Chhor, Tboung Khmum, and Suong). The screening was conducted by the trained HC staff by using screening tools.

2.2- Objective of the survey

· To assess the level of satisfaction among parents who benefited from routine screening services provided by the targeted HC staff.

· To provide the recommendation for improving the routine screening services provided by HC staff.

2.3- Proposed Methodology

Online/mobile data collection will be recommended to conduct this survey to respect the measure of COVID-19 prevention. Data collection (methods and tools), data analysis, and reporting will be managed by a consultant.

· Location:** 29 Health Centers and 2 referral hospitals during routine activity from August 2020 to August 2021

· Target population:** parents who benefited from the routine screening services provided by Health Centers staff between August 2020 to August 2021.

· Sample size:** At least 218 parents who benefited from the routine screening services from August 2020 to August 2021 will be selected as a sample size. The sample size is representative of a total of 1,177 parents who benefited from routine screening services. It is calculated with a confidence level of 95% and a confidence interval of 6[1].

· Sampling techniques:** Stratified random sampling will be applied. The number of interviewees per health center is defined proportionally to the total number of parents who benefited from the routine screening as well as based on the above-defined sample size. The interviewees will be selected by simple random sampling from the list of screening.

· Tools and data collection:**

A survey questionnaire form is available, and it has been designed as an online form (KoBo Toolbox). This tool is highly recommended to use it for this survey.

The online /mobile data collection should be conducted by phone call to targeted parents who benefited from the screening services.

Data analysis: The data analysis should be linked to the objective of the survey.

· Survey report:** The content and format of the report should be followed the related to the following: Executive summary, introduction, methodology, findings, discussion, conclusion, and recommendation as well as annexes.

· Ethic: Ensures and respects: protection & safety of participants & teams; participants’ referral, or at least basic support to ensuring adequate support in case of problems; informed consent of participants involving the duty to inform; data and information confidentiality; data valorization; expertise and comprehensive approach.

2.4- Indicative work plan

2.5- Deliverables

By the end of the consultancy, the consultant is expected to submit the following deliverables documents:

  1. Raw data collection and data analysis
  2. Report of the parent satisfaction survey in English.

2.6- Budget

The maximum amount of the consultancy is 2,500.00 USD including the withholding tax.

The withholding tax will be applied as the following criteria:

· Cambodian resident registered at the General Department of Taxation (GDT) must provide their certificate of taxation and apply the 10% VAT.

· Cambodian residents not registered at the General Department of Taxation (GDT) must apply a withholding of 15% of the amount of their proposal.

· The non-Cambodian resident must apply according to the Cambodian Tax Law a withholding of 14% of the amount of the proposal.

3- Requested profile

The consultancy will be carried out by an individual or group of experts who has the following qualification and specification:

  • Relevant professional knowledge and experience in the area of health related-to- disability;
  • Expertise knowledge and experience in data analysis by using Ms. Excel
  • Excellent report writing skills in English;
  • Fluent in Khmer would be beneficial.
