I. ACTED BACKGROUND:

ACTED is a French humanitarian NGO, founded in 1993, which supports vulnerable populations, affected by humanitarian crises worldwide. ACTED provides continued support to vulnerable communities by ensuring the sustainability of post-crisis interventions and engaging long-term challenges facing our target populations, in order to break the poverty cycle, foster development and reduce vulnerability to disasters. Their interventions seek to cover the multiple aspects of humanitarian and development crises through a multidisciplinary approach which is both global and local, and adapted to each context.

ACTED is looking for professionally confident, self-motivated, experienced and committed team player to fill the Senior AME Database Officer position in Hargeisa.

Purpose:

The Senior AME Database Officer is responsible for maintaining and upgrading the central and project-specific databases, conducting data analysis, and supporting the design of various database tools and strategies.

Objective:

Create and maintain appropriate databases for all projects, in line with ACTED AME guidelines;

Provide accurate, reliable and insightful data analysis as required.

Duties and Responsibilities:

1. Database Management System Implementation

a) Maintain the country’s central and project-specific databases;

b) Ensure all data is entered and updated in the databases and tables;

c) Support the AME Officer and Monitors in ensuring that data is collected in a timely and accurate manner according to the reporting and monitoring requirements;

d) Check the quality of the data submitted by field staff;

e) Perform data cleaning when needed; Liaise with field staff regarding missing data, eventual mistakes, data discrepancies and/or inconsistencies;

f) Ensure proper filing of hard and soft copies of survey questionnaires, lists of beneficiaries or other data collection tools or documents;

g) Maintain and further develop the structure or format of the databases as required;

h) Implement proper backup, restore, data validation, and security procedures to ensure data integrity and availability;

i) Provide database technical support to ACTED teams, and troubleshoot both hardware and software issues; and

j) Ensure databases align with data protection and confidentiality principles.

2. Data Analysis

a) Verify the accuracy of the data collected during assessments;

b) Clean data collected during assessments and flag any issues to the relevant departments;

c) Extract queries, figures, and reports from the database;

d) Generate data visualization such as charts, graphs, tables to be included in communication tools, reports, assessments and any other documents as per needs;

e) In collaboration with the AME Officer, provide data analysis of projects’ activities and assessment data;

f) Support the improvements of the data collection tools and processes and pilot new ideas with assessment teams in the field.

3. Team Management and Training

a) Ensure that staff under their direct responsibility understand and are able to perform their roles and responsibilities;

b) Manage Database Officers, and Assistants delineating their responsibilities and follow-up the work plans and day-to-day activities;

c) Provide capacity building on effective use of database products and systems, such as specific trainings on mobile data collection tools and methods;

d) Ensure a positive working environment and good team dynamics;

e) Manage interpersonal conflicts among team members;

f) Undertake regular appraisals of relevant staff;

g) Identify the AME training needs of team members and discuss plans with the AME Database Manager for both internal and external trainings;

h) Coach, train, and mentor Database Officers, and Assistants with the aim of strengthening their technical capacity, exchanging knowledge within the AME team;

4. Other

a) Provide regular and timely updates on progress and challenges to supervisors and other team members;

b) Participate in database-related workshops and meetings as required; and

c) Perform any other related activities as assigned by immediate supervisor.

II. QUALIFICATIONS/SKILLS REQUIRED

Ø A Bachelor’s Degree in statistics, computer science or closely related to field

Ø Minimum 3 years of experience with monitoring and evaluation of humanitarian programs in Somalia.

Ø Experience drafting tools for qualitative and quantitative data collection (e.g. focus group discussions, household surveys, market surveys).

Ø Experience coordinating data collection in the field.

Ø Experience analyzing qualitative and quantitative data.

Ø Strong experience as project manager for (I)NGO is preferred.

Ø Ability to work in autonomy.

Ø Experience in team and project management. Strong communication skills necessary (written and spoken).

Ø Competence in Microsoft Word, PowerPoint, and Excel.

Ø Experience using other statistical software or Open Data Kit or Kobo Toolbox.

Ø Ability to travel to field locations as necessary.

Ø Fluency in English (written and spoken).

Ø Ability to operate in challenging environment requiring flexibility
