Position Description
The post holder will provide strategic leadership on effective development, coordination and delivery of Integral Ecology Programme Model – CAFOD’s organisational approach to how International Programmes will contribute to achieving the vision, mission, and commitments of Our Common Home – CAFOD’s new strategic framework. The post holder is a member of the International Programmes Management Team (IPMT) and will work closely with colleagues across International Programmes, Advocacy and Education Group (AEG), Organisational Performance and Governance Team and Safeguarding Team.
Structure/Scope:
The Programme Quality & Support Team is a newly established team with a remit to support international programme teams to increase the impact of our partners work through:
- provision of technical support and accompaniment (short-term and long-term) to programme teams and partners – to develop, implement, and monitor effective, safe, dignified, and inclusive programmes.
- develop and manage a functional knowledge management system and ensure sharing and utilization of knowledge and evidence to facilitate learning and innovation, enhance decision-making and improve programme effectiveness.
This post sits within International Programmes Group and reports directly to the Head of Humanitarian Programmes and Partner Support. The post holder manages (1) Programme Quality Lead, (2) International Programme Accompanier, (3) Sustainability Technical Lead, (4) Capacity Strengthening Advisor (5) Inclusion & Gender Advisor and (6) Data Quality & Evidencing Officer (7) Humanitarian Capacity Strengthening – Project Manager.
Key Responsibilities
Integral Ecology Programme Model
- Development and consistent implementation of CAFOD’s Integral Ecology Programme Model (IEPM) Change Project.
- Ensure the development of effective communication and engagement plan that addresses all key stakeholders. Working with IEPM Project Manager, maintain active stakeholder management, including the involvement of those responsible for delivering and supporting the implementation of IEPM.
- Responsible for the identification of project risks, issues, and dependencies, including opportunities for mitigation. Ensure risks and issues are escalated where appropriate and be responsible for initiating corrective action where necessary to ensure successful delivery of the project.
- Oversee the preparation, review, and reporting of IEPM project progress against agreed milestones; providing timely reporting to Project Board and other stakeholders.
Programme Quality
- Provide leadership and support to Programme Quality Lead in developing and implementing the PDMEAL strategy that strengthens programme quality and ensures that both internal and external accountability commitments are met.
- Work closely with International Programmes managers, the International Programme Accompanier, Programme Quality Lead, Data Quality & Evidencing Officer, and programme staff to develop and disseminate guidance and resources for programme quality.
- Working with International Programme Accompanier and other team members ensure that learning, knowledge of innovative models of programming and ways of working are captured and disseminated within CAFOD.
- Provide leadership in the delivery of and compliance with CHS, IATI and Caritas Internationalis Management Standards (CIMS).
- Work with Organisational Performance and Governance team to support the delivery and evidencing of Our Common Home.
Capacity Strengthening
- Work with Humanitarian Capacity Strengthening Manager and Global Capacity Strengthening Advisor to develop the vision, strategy, and direction of CAFOD’s capacity strengthening work in collaboration with key stakeholders.
- Work across groups and with Caritas sister agencies to develop and provide integrated support for strengthening partner capacity.
- Oversee the strategic direction and long-term funding models for capacity strengthening.
- Ensure linkages with and liaise with core capacity strengthening networks and joint programmes.
- Work with colleagues in further developing models that strengthen leadership of local organisations and representation of southern capacity.
