Short-term Consultant: Final Project Evaluation – Education in Emergencies in Lebanon

The project “Continuous and Holistic Integration of Learning and Development for the Children of Beirut” (CHILD), is implemented within a consortium led by Caritas Switzerland (CACH) and consisting of Caritas Austria (CAUT), Caritas Lebanon (CL), Ana Aqra Association (AAA), and Seenaryo. The project was crafted as a response to the Beirut port explosion of 4th August 2020 by providing emergency education and child protection activities enabling the most vulnerable children to have access to quality education. Activities proposed under quality education include delivery of remote/blended regulated non-formal education (NFE – early childhood education; remedial and homework support programs), both infused with delivery of the Quality Teaching and Learning (QTL) approach developed by AAA and supported by CACH and the promotion of secure, safe and participatory school environments. To further enhance recovery of education delivery after the blast, the project delivers training and continuous coaching of teachers, integrated psychosocial support (PSS) curricula, and ensures that necessary school materials are available. Under its child protection workstream, the intervention focusses on specialised PSS activities and other specialized services for children, together with ensuring access to education through Emergency Cash Assistance (ECA) for most vulnerable families and children.

The objective of the present assignment is to conduct a final evaluation of the project “Continuous and Holistic Integration of Learning and Development for the Children of Beirut” (CHILD), with a focus on relevance, efficiency and effectiveness of the project and its implementation structure to respond to the Beirut port explosion and the overall situation in the education sector in Lebanon.

Qualifications

  • Relevant professional and academic background (at least Master level) and proven experience in evaluation and monitoring (at least 3 project evaluations conducted);
  • Significant familiarity with emergency programs and solid understanding of standards of humanitarian assistance.
  • Profound experience in (evaluating) education in emergencies and emergency response programs as well as in child protection projects;
  • Experience working with quantitative and qualitative data collection and very strong analytical and research skills;
  • Experience in capacity building with local humanitarian aid actors is an asset;
  • Experience in the Middle East region, familiarity with the context of the Syria crisis is an asset;
  • Excellent oral and written English language, Arabic and French are an asset;

Deliverables and Timeframe

The assignment is planned to start mid-/end October 2021 and to be finalized in November 2021.

A maximum of 20-23 working days are foreseen. Deliverables (in English) include an inception report and a final evaluation report
