Context:

The Transition and Recovery Division (TRD), part of the Department of Operations and Emergencies (DOE), supports the Organization’s activities that address the drivers and the impacts of forced migration by promoting policy and global strategy development, local and international partnerships, and through the provision of technical support to IOM Missions and governments. TRD assists communities, mobile and crisis-affected populations to promote stability, build peace and resilience, and to cope with both the root causes and the long-term effects of natural disasters, environmental degradation, gross human rights violations, instability, violence and conflict. Included in these efforts are programmes to support durable solutions to displacement including sustainable return and reintegration, livelihoods support, community stabilization, reintegration of specialized groups such as demobilized soldiers, and support to elections programmes for displaced and Diaspora.

In response to requests from Governments in the Lake Chad Region, IOM is implementing various government support programs in the Lake Chad basin Region (Nigeria, Niger, Cameroon and Chad), intended to create the necessary pre-conditions for a reliable, verifiable, and accountable system for the identification and reintegration of ‘low-risk’ former Boko Haram associates, to reduce recruitment into armed groups and promote broad reconciliation for sustained reintegration.

Under the direct supervision of the Senior DDRR Programme Coordinator based at HQ and in close collaboration with IOM DDRR program teams in each program country (Nigeria, Niger, Cameroon and Chad), the successful candidate will improve and provide substantive M&E support to the IOM Lake Chad Basin DDRR Program in Nigeria, Chad, Niger and Cameroon and provide advice and guidance in its relevant and effective implementation.

Core Functions / Responsibilities:

  1. Develop and provide M&E frameworks and M&E guidance for DDRR programmes in the Lake Chad Basin Region, at regional and country level. Ensure coherence between these frameworks and the M&E and results frameworks developed by the LCBC for the implementation of the Regional Stabilization Strategy and other regional instruments relevant for DDRR.
  2. Develop and support the implementation of the Program Monitoring Plan and the Results Framework for the LCB DDRR Program, as well as relevant M&E and reporting tools for the programme, ensuring coherence across country programs and within the region.
  3. Review and consolidate quarterly, annual and other project-related reports in line with donor requirements and provide relevant feedback and advice to inform the program management team on areas of program delivery as well as progress and constraints.
  4. Ensure periodic program result framework reviews to fit specific program contexts in line with IOM and donor requirements. Guide and advise program management on revising the program/project log frame matrix on a continuous basis. Support the review and consolidation of country level project work plans and provide advice as necessary.
  5. Provide expert technical support to program country teams in setting up and implementing program monitoring and reporting systems at country level, including the development of data collection tools.
  6. Support, guide and ensure the collection, processing and management of program quality data at regional and country level and perform program data analysis as well as report on progress to relevant stakeholders.
  7. Support the recruitment of, and monitor and advise on the work of national M&E officers as needed with regards to monitoring program performance, collecting and analyzing data, providing guidance and support as well as resolving issues.
  8. Ensure the maintenance of proper project documentation, filing and information management, including analysis and packaging of information for intra-regional learning and/or setting up information tools and platforms for intra-regional information analysis and exchange.
  9. Develop criteria and instruments/tools to identify, document and share best practices as knowledge products of DDRR programs, identifying the best means of communicating learning to different audiences to include but not limited to programme development staff, operational staff, government partners, donors and any other relevant stakeholder. Ensure regional coherence of Knowledge Management Strategies and coordinate their implementation.
  10. Develop and ensure the implementation of communication protocols and information-sharing tools/ mechanisms, in coordination with programme management, field teams and programme partners, to ensure improved information sharing between all programme participants and stakeholders. This is to include establishing a system for regular communication on grant implementation with relevant programme units.
  11. Provide substantive technical inputs and advice to Headquarters (HQ), regional and field offices for the development and implementation of strategies in program areas and/or countries undergoing transition and recovery. Contribute various technical inputs for the development and implementation of programmatic systems that facilitate greater programme responsiveness and accountability to beneficiaries, and provide critical feedback to programme management, facilitating and coordinating programme-level analyses of programme performance.
  12. Review and provide recommendations for endorsement on project proposals and project reports.
  13. Undertake duty travel as required and build the capacity of knowledge management and M&E activities, including through the training of national staff in order to meet expanding programme needs; conduct and/or enable field visits using appropriate tools to monitor and improve the effectiveness of the programme activities.
  14. Prepare project and/or programme-level evaluation TORs, identify internal/external evaluators, and oversee their implementation. Prepare transversal analysis and snap-shot documents as needed.
  15. Perform other duties related to this role as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Business Administration, Communications, Political or Social Science, International Relations, Law, or a related field from an accredited academic institution with five years of relevant professional experience; or,

• University degree in the above fields with seven years of relevant professional experience.

Experience

• Substantial experience in the design and implementation of monitoring and evaluation plans in small-scale grants, preferably with experience in the field of research, monitoring and/or evaluation;

• Proven experience with strategic planning approaches, M&E methods and approaches, planning and implementation of M&E systems, information/data analysis and report writing;

• Prior experience in working in a program is an asset;

• Experience supporting small-scale efforts promoting community resiliency, local capacity building, strategic communications and small-scale infrastructure rehabilitation is highly desirable.

Skills

• Sound knowledge of development program planning and implementation objectives;

• Strong ability to understand, develop and implement administrative and financial control procedures;

• Ability to use Access databases and Microsoft Excel, Access, Outlook and Word software.

Languages

IOM’s official languages are English, French, and Spanish.
