MEAL Consultancy for Consortium Project At CBM

The Purpose and Scope of the Consultancy

The purpose of the short term consultancy is to develop a Monitoring and Evaluation Framework for a complex consortium project implemented in 8 countries. The consultancy shall provide a framework and guidance, which will enable good practice monitoring and ensure adequate data can be made available for the final project evaluation in December 2023.

Scope of the consultancy:

  • Review the defined project indicators and performance targets proposed in the logical framework and map against each country action plan.
  • Gather needs and specific questions of the 8 country teams and link them up to the overall MEAL strategy
  • Develop a Monitoring and Evaluation Plan, including the definition of a project baseline against which progress will be measured.
  • Develop guidelines for measuring progress which can be used by the country teams.
  • Design a MEAL workshop which will ensure country teams are well set up for following the MEAL plan
  • Ensure the project is well set up to conduct a mid-term review as well as the final evaluation in 12/2023.

Limitations:

The consultancy is expected to be done remotely/desk-based without travel. The main point of contact for the consultancy is based in Germany, digital exchange with the country teams will be facilitated.

Profile:

We are looking for the following profile:

  • Academic degree preferably in Monitoring and Evaluation/Development Studies/ Disability inclusion or any other related subjects.
  • At least 5 years of work experience with similar Monitoring and Evaluation related tasks
  • Proficiency in German and English
  • Strong analytical, communication and training skills
  • Working independently and pro-actively seeking information, while remaining culturally sensitiv

Only complete applications will be considered. The contractor may ask for references and/or examples of previous work and reports during the recruitment process. The contractor reserves the right to terminate the contract in case the suggested and agreed upon team members are unavailable at the start of the evaluation and no adequate replacement can be provided.

The consultant will need to fully comply with and sign CBM’s or the partner organisation’s Code of Conduct and Child Safeguarding Policy as well as commitment to data security.
