Regional Management of Mine Action Capacity Specialist (Local National) At CTG

Overview of position:

  • The RMMAC Specialist (herein referred to as the “National Specialist”) will support the management of the demining activity being carried out throughout the affected country. The National Specialist shall be required to deploy to a field duty station in South Sudan, to support UNMAS Field Coordinator & respective RMMAC Officer during their visit to the sub office. The National Specialist’s work shall provide support to ensure the conformance of the demining operations with IMAS & the South Sudan Mine Action Standards.Support the management & delivery of all demining activities as directed by the line manager (respective UNMAS Field Coordinator).

Role objectives:

  • Support the UNMAS Field Coordinator in monitoring demining activity within the area of operation.
  • Keep abreast of NTSGs, IMAS & the SOPs of all UNMAS implementing partners working in South Sudan, but also with task specific implementation plans.
  • Support UNMAS Field Coordinator & RMMAC Officer in monitoring all mine action operations, to ensure adherence to the statement of works, the contractors’ work, implementation plans & SOPs, South Sudan mine action standards & IMAS.
  • Support the Field Coordinator & where applicable, RMMAC Officer in conducting operational visits, making the best effort to visit all teams in the AOR at reasonable frequency, minimum once a month.
  • Support UNMAS Field Coordinator & RMMAC Officer in monitoring & evaluating technical aspects of the mines survey & clearance activities.
  • Contribute as required to monitor reports after visiting operations sites.
  • In Field Coordinator’s absence or when specifically tasked, act as UNMAS focal points at respective sub location (& regions), liaise with & support any relevant UNMISS department, humanitarian agencies & other parties.
  • Support UNMAS Field Coordinator & RMMAC Officer in monitoring security situation & sharing relevant information, providing advice on local issues, particularly those relating to ethnicity & social tensions.
  • Perform any other task designated by the operations office in Juba.
  • Assist the Field Coordinator & where applicable, the RMMAC Officer in the preparation of reports for submission to the UNMAS HQ in Juba.

Project reporting:

  • This role reports to the line manager.

Key competencies:

  • Minimum of 5 years of experience in mine action operations is required; this experience can be within the fields of commercial mine action, or humanitarian mine action & must include experience in land release in general, landmine clearance, Explosive Ordnance Disposal (EOD) & Battle Area Clearance (BAC).
  • Specific competencies in any related field such as application of ground penetrating radar detection systems, mechanical clearance, Mine Detection Dogs (MDD) will be considered additional quality & suitability for the position.
  • A thorough understanding of IMAS, the South Sudan NTSG & IMSMA.
  • Detailed knowledge of all ammunition types encountered in South Sudan.
  • Knowledge of the International Mine Action Standards (IMAS) is required.
  • Experience with the QA & QC processes regarding humanitarian mine action desired.
  • Knowledge of the UN system & procedures is desired.
  • Computer literacy, experience of using MS Office & IMSMA is desired.
  • Be able to demonstrate an ability to calculate.
  • Minimum Explosive Ordnance Disposal (EOD) Level 3 (or equivalent) is required, any other relevant certifications will be considered additional quality & suitability for the position.

Team management:

  • This role has no team management responsibility.
