Context:
Under the overall supervision of the Chief of Mission in Iraq, and the direct supervision of the Head, Migration Management Unit (MMU) in Baghdad, the successful candidate will be responsible for the implementation and coordination of the programme analysis and reporting functions of MMU. In addition, the Programme and Reporting Officer (Migration Management) will draft concept notes and project proposals for potential projects to be implemented by MMU.
Core Functions / Responsibilities:
- In close collaboration with relevant staff, implement and coordinate the reporting and M&Eprocesses of the MMU projects, activities and dynamics through the review and analysis of project activities reports, notes for file and other forms of quantitative and qualitative data of MMU programming.
- Analyze qualitative data from MMU programming and contribute to the development ofreporting and information products, such as progress and final reports, briefing papers, governorate overviews, and success stories for internal and external use, that demonstrate the impact of MMU programming and how it contributes to the objectives of the MMU unit.
- Provide technical inputs into the design of tools and mechanisms aimed at gatheringquantitative and qualitative field data and improving the M&E process of field activities.
- Coordinate implementation of joint projects and activities with other programme units of themission.
- Monitor and follow up on MMU efforts in development of new project ideas, concept notes and project proposals.
- Maintain liaison with Regional Government in KRI ministries, local authorities, academics, theprivate sector, implementing partners, UN agencies and other stakeholders at the technical level to encourage dialogue, information-sharing and cooperation among government and non-governmental actors.
- Support the preparation of upcoming MMU activities such as conferences, workshops, trainings, and participate in field missions as required.
- Keep abreast of the developments in the Iraqi context in the relevant thematic areas regarding Security Sector Reform, migration management, human rights protection, gender mainstreaming and other emerging, relevant topics.
- Coordinate the storage of MMU project data in the shared folder and ensure that information is up to date and easily accessible.
- Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in Migration, International Relations, Social Science or a related field from an accredited academic institution with two years of relevant professional experience; or
• University degree in the above fields with four years of relevant professional experience.
Experience
• Experience in project management preferably in migration management and security sectors;
• Experience in project reporting and development including drafting of concept notes and project proposals;
• Experience in project monitoring and evaluation is an advantage;
• Knowledge of quantitative and qualitative data collection and analysis techniques is an advantage; and,
• Previous work experience with IOM and/or another UN agency is an advantage.
Skills
• Report writing, data analysis and team management skills;
• Ability to deliver on set objectives in hardship situations;
• Effective coordination skills with other implementing partners and other stakeholders; and,
• Advanced computer skills (MS Office, Internet browsers).
Languages
IOM’s official languages are English, French, and Spanish.

For all applicants, fluency in English is required (oral and written). Working knowledge of Arabic is an advantage.
