Context:

The International Organization for Immigration (IOM) is implementing a multi-sector response program in the world’s largest humanitarian crisis in Cox’s Bazar Bangladesh. In Cox’s Bazar, IOM is providing lifesaving emergency health services across health care facilities in Ukhiya and Teknaf Upazillas. Within the Migration Health Division (MHD), IOM also operates a Mental Health and Psychosocial Support programme with different components.

Under the overall supervision of the Programme Coordinator (Emergency Health) and the direct supervision of Project Officer (MHPSS) in IOM Cox’s Bazar, Bangladesh, the successful candidate will be responsible and accountable for implementation, supervision, monitoring and evaluation of the IOM Rohingya Cultural Memory Centre (RCMC) project within the Mental Health and Psychosocial Support (MHPSS) portfolio. The RCMC is a unique project within the

IOM portfolio set to work across the different sectors on the Rohingya refugee emergency response in Cox’s Bazar. The objective of the project is to provide a safe and creative space in which the Rohingya refugee community can share their knowledge, preserve their cultural heritage and reconnect with their individual and collective memory. Ultimately, it hopes to contribute to heal the damage caused by the previous experience of discrimination of their identity.

Core Functions / Responsibilities:

Supervise the RCMC team, contributing to the development of workplans, drafting reports, providing technical guidance, and monitoring and evaluation of RCMC activities.

Review the content produced by RCMC team, providing guidance for the implementation of strategies and verifying style guidelines. Attend social events as required to provide information on the project.

Draft, edit and supervise the production of all relevant copywriting material produced for the RCMC archive and online platform.

Coordinate research, identification and production of human-interest stories about Rohingya identity, heritage, memory and culture.

Assist in promoting the regular update of the cultural mapping by the RCMC core team so to define continuous relationship between content and space.

Work together with the IOM units in the field and the communities to draft a matrix in which the roles of RCMC core team and the communities will be cleared and contribute to the ownership of the centre.

Contribute to the development of IOM strategy in Cox’s Bazar for provision of holistic MHPSS as per the Inter-Agency Standing Committee (IASC) guidelines and community-based approach in MHPSS for refugees and host communities.

Supervise the RCMC data collecting team to identify and engage within the community, potential partners and Rohingya cultural agents and specialised craftsmen/women for the progressive production of artefacts and content for the centre.

Provide guidance for the integration of the multidimensional approach of the RCMC – memorialization, psychosocial and cultural – for the development of the Standard Operating Procedures (SOPs) for documentation of the collection of memories and archival of documents, objects, stories.

Contribute inputs for the development of a training methodology for IOM staff and Rohingya volunteers that supports the regular documentation of stories, ceremonies, memories and artefact production using mobile phone photography and video editing.

Closely coordinate with Programme Support Unit (PSU) and Communication Department the development of audio-visuals and communication pieces to facilitate the dissemination of the Rohingya cultural and collective heritage produced by the community.

Recommend an editorial style for this particular project and provide the necessary ad-hoc media training to the editorial team and potential volunteers.

Check that all communication products (print, video, social media or audio) are endorsed by Deputy Chief of Mission (DCoM) via PSU unit.

In coordination with PSU unit and the PIO develop and or set up mailing lists, drafting press releases, maintaining relationships with media partners and stakeholders and other concerned on communicating the RCMC.

Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Journalism, Anthropology or a related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience.

Experience

• Have practical experience in cultural or anthropological research;

• Previous experience in humanitarian and emergency response environments;

• Experience in managing and disseminating tasks with small teams.

Skills

• Having attention for detail and ability to solve problems in creative ways.

• Show sensitivity while working in development settings, specifically with the Rohingya community.

• Ability to work under pressure and out-of-working hours.

• Ability to deliver quality-oriented results and engage others in the process. In depth knowledge of the broad range of migration related subject areas dealt with by the Organization.

• Knowledge of UN and bilateral donor programming.

• Significant skill as a creative mentor producing community-led engagement projects using art, design, filmmaking and photography.

• Ability to write and produce content.

• Good understanding of new technologies and digital platforms.

• Ability to manage the archival of content in collection management application.

• Working knowledge of MS Office and creative software such Adobe Creative Cloud.

• Knowledge of digital story-telling applications such of Spark or Shorthand is an asset.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).

For all applicants, fluency in English is required (oral and written). Fluency in Bangla is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
