Programme Change Manager At SOS Children’s Villages International

Purpose of the position

The Change Manager coordinates implements and manages the organizational change project in Bukavu and Uvira linked to two major programmatic changes in both locations. The change Manager works closely with the National Director, the National Management Team members, the site managers to build the support to implement change. She / He sees the change as an overall picture, can identify the pushes, and pulls necessary to bring it about.

Main duties and responsibilities including key tasks

  • Provide direction and mentorship to the change practitioners (ND, heads of department);
  • Develop and maintain a change management communications strategy;
  • Identify and maintain key relationships with stakeholders;
  • Assess, analyze and report on change impacts;
  • Identify risks and develop risk mitigation tactics;
  • Develop change management processes and tools to support the integration and engagement with change management principles;
  • Prepare impact analyses and evaluation of the actual impact of those changes
  • Coordinate and participate to regular meeting with the CVI Rep
  • Assess change readiness;
  • Oversee the implementation by the team in accordance with project plans, tools, and methods, and support resource planning and acquisition;
  • Develop short and long-term goals, KPIs, and objectives, and develop and execute accordingly with the annual plan;
  • Provide reporting and other updates to management and project teams.
  • Support on recruitment or dismissal of key staff.
  • Role of alerting when key milestones cannot or will not be reached.
  • Supports the gatekeeping assessment of SOS DRC to define the exact number of children that could be reintegrated in their biological families or that should stay in the current programmes and fine-tune the scope of the programmatic changes suggested on this basis
  • Leads a programmatic reflection on the content of the youth programme with SOS DRC and the concerned youth, thanks to participatory approaches
  • Supports the implementation of concept notes and related budgets for Bukavu and Uvira
  • Supports the creation of a working group within SOS DRC to carry out the change process
  • Assists in coordinating necessary communication before the launch of the process (within SOS DRC, with donors and sponsors)
  • Supports SOS DRC during the implementation process: helps with process coordination, monitoring & evaluation and necessary adjustments
  • Ensures all safeguarding processes are in place so that programme changes abide by all SOS safeguarding regulations
  • Checks the budget execution and communicates timely on any under- or over-expenditure and need for budget reallocation
  • Ensures regular reporting about the process together with SOS DRC
  • Is a focal person for external communication needs of HGFD towards donors and sponsors
  • Focuses on empowering SOS DRC throughout the whole process, including thanks to transfer of knowledge
  • Finalizes the process of reintegration of children in their biological families. In case some support remains necessary for a given period of time, defines the timeframe and framework of the project
  • Elaborates a full report (narrative and financial) of the change process and lessons learned. In cases some follow-up remains necessary, defines the frames and resources needed for the follow-up.

Minimal Qualifications and experience

  • Masters Degree in Social Sciences or Project Management
  • A Minimum of 5 years senior management experience and 3 years working in or on change management preferably in an International organization
  • Written and verbal communication skills in French and English
  • Project management skills
  • Excellent writing and reporting skills and capacity to train others
  • Problem-solving skills and solutions oriented
  • Team player & able to collaborate with others
  • Understanding and practice of the collaboration in multicultural working context (Europe and Africa)
  • Experience designing communication, on boarding, and training plans
  • Analytical and critical thinking skills
  • Coaching skills (management, results based management, leadership, emotional intelligence)
  • Monitoring and Evaluation (desirable)
