Organisation Background:

Founded in 2011, the International NGO Safety Organisation (INSO) is an international charity that supports humanitarian aid workers by establishing safety coordination platforms in insecure contexts. INSO provides registered NGOs with a range of free services, including real-time incident tracking, analytical reports, safety-related data and mapping, crisis management support, staff orientations and training.

INSO services help NGOs with their day-to-day risk management responsibilities and improve their overall situational awareness to support evidence-based humanitarian access decisions.

INSO provides daily support to more than 1000 NGOs operating in 17 of the world’s most insecure countries and has earned a strong reputation for its performance, principles and professionalism.

As of April 2019, INSO is registered as a charity in the Netherlands with its global headquarters based in The Hague, the international city of peace and justice.

INSO Syria:

The Syria programme supports more than 170 NGOs to deliver vitally needed aid and assistance to an estimated 13.1 million people in need across the country. First launched as an emergency response operation in 2014, INSO Syria has grown to become a regional programme, present in all of the regional Syria response hubs.

INSO Syria is now seeking an experienced professional to join our team as Information Manager to play a role in maintaining INSO Syria’s analytical capacity. This offers an opportunity to work on a diverse range of products with a diverse enthusiastic and thriving team. It also includes the management of a small team overseeing all things related to Information Management for the Country programme. The post will be based in Amman, Jordan.

Job Summary

The primary aim of the position is to provide data and information insights to the management team, as well as develop manage INSO’s database and the registration process of INSO’s partners.

The successful candidate will have a strong background in GIS and Information Management, be inquisitive and detail oriented, and have significant experience building and leading high performing teams.

Major Responsibilities

Database Management

* Ensure that information is contained in INSO Syria Database is correctly categorized, promptly updated and of easy access to its users.

* Write and modify SQL queries to connect and retrieve data.

* Conduct regular daily, weekly and quarterly data cleaning and review.

* Monitor the accuracy and quality of data collected by Field Offices.

* Be responsible for the accuracy and publication of the Weekly Incident List.

* Ensure Power BI reports are connected properly and have scheduled refresh to the SQL database.

Reports

* Review and approve regular reports (BW/MTA/QR), after being filled by the information officer.

* Manage the template of all reports and initiate the transition to Adobe InDesign.

Programming and Development

* Provide Python/R support to the information team to carry on their tasks.

* Blend geographical data with SQL data using a programming language to achieve solutions for common issues.

* Automate the team’s tasks when it’s possible.

GIS activities

* Identify map information needs and sources in collaboration with the Program teams.

* Update and enhance INSO Syria map template whenever possible.

* Produce high quality maps, graphs and other products to support INSO’s analysis and facilitate NGOs’ understanding of the conflict.

* Provide GIS-relevant inputs on field missions intended to gather data for INSO outputs, including maps.

Registration

* Support the Information Officer in the assessment interview for the registration of potential partners.

* Follow HQ instructions to manage the Partners Portal, and ensure instruction are properly communicated to the Information Team and other programme staff if relevant.

* Be the end responsible for overseeing the partner portal and report on partners statistics to the management.

Management

* Supervise and support the Information Officer and GIS Officer (national positions) in their respective tasks.

* Train the information team on new technologies.

* Train new team members on the database system, IT/cybersecurity standards, and partners portal.

IT Administration and Support

* Set the yearly IT budget.

* Train all relevant staff with data-entry responsibilities (Information Officer, Safety Advisors, Assistant Safety Advisors) on the database.

* Manage SharePoint libraries and organize them with relevant materials.

* Elaborate materials for advertising INSO services under the guidance of the correspondent departments.

* Provide IT support along with the information team to all INSO Syria staff.

Mandatory Requirements

* Master’s degree or equivalent in GIS, Geography, Information Systems or relevant field.

* Fluency in English required (written and spoken).

* Experience in database management, including advanced knowledge of SQL Server and writing complex queries.

* Experience in data analysis and data visualization in a similar humanitarian organization and context.

* Extensive experience with ArcGIS or QGIS for data management and manipulation, strong ArcGIS or QGIS technical skills including creating topologically correct shapefiles and geodatabases.

* Knowledge and understanding of theories, concepts and approaches relevant to GIS and the management of information in crises contexts.

* Extensive experience with Excel, Power BI and Adobe apps.

* Knowledge of Adobe Photoshop, Illustrator, and InDesign.

* Experience in IT support.

Preferred

* Experience in security and/or political mapping.

* Knowledge of analytical software (Tableau, R) and experience in Machine Learning.

* Master of ArcGOS or QGIS and familiarity with the other GIS software preferable.

* Basic experience with Python, and Visual Basic for Application (VBA) an advantage.

* Prior knowledge of the Syrian context is an asset, working experience in this region a plus.

* Working experience with humanitarian organizations, particularly NGOs a plus.

* Staff management experience preferable.

* The holder must safeguard the access of information by unauthorized parties.

Terms & Conditions:

12-month contract based in Amman, Jordan, €4,550 per month salary, 4 days annual leave per month and 3 days of R&R every 3 months, housing allowance provided, global medical coverage (excluding USA) and USD $200,000 AD&D coverage.
