The Opportunity

The Justice for Children and MHPSS Manager will lead on supporting the operationalization and contextualization of SCI’s technical approach to Children Associated with Armed Forces and Armed Group (CAAFAG) and Mental Health and Psychosocial Support (MHPSS) programming for some of the most marginalized children in North East Syria (NES). The Manager should be able to work in a complex humanitarian environment and work closely with the Child Protection Specialist – NES, Senior Child Protection Technical Advisor – MO and additional members of the PDQ team and Senior Management Team. The Manager will be expected to oversee the implementation of the programs within the centres/locations where Save the Children is currently working with local leadership on CAAFAG and justice for children. Responsibilities will include, assessments, program design, technical quality and learning in collaboration with the MEAL Team, Field Manager, and various other stakeholders in NES. She/he will have a focus on ensuring safe and quality programming, strengthening coherence across the different stakeholders.
The Manager will also play a leadership role within the interagency CAAFAG Task Force and actively build the capacity of national staff, partners, and relevant stakeholders to establish best practices and duty of care to those who are vulnerable. She/he will be responsible for representing SC in relevant external coordination groups, and to build networks and coordinate across sectors with local authorities and other relevant stakeholders

QUALIFICATIONS AND EXPERIENCE
Essential
* Minimum of 5 years’ experience working in the field of CAAFAG/MHPSS/Justice for Children in a complex emergency setting.
* Education at Masters level in a relevant subject and/or equivalent field experience
* Previous experience of programme management in areas of restricted access or high security
* Previous experience of preparing successful funding proposals for donors
* Previous experience of engaging with multiple stakeholders and representing an organization in a complexed environment.
* Budget development and financial management skills
* Demonstrated experiences in leading assessment activities and of designing, managing, monitoring and evaluation of safe programmes in restricted access areas.
* Proven capacity to supervise, train and mentor staff on CAAFAG /MHPSS technical skills and supporting contextualized trainings for key stakeholders and partners.
* Experience of applying relevant international standards into a safe programming environment
* Experience of facilitating participatory approaches with children, young people and communities
* Experience of representation, including on coordination mechanisms (cluster or working groups) and working with local/ government authorities.
* A high level of written and spoken English
* Excellent communication skills, proactively clarifies information sharing and checks for understanding
* Politically and culturally sensitive with qualities of patience, tact, diplomacy and an orientation towards safety
* Strong team building, influencing skills and experience in advocacy
* The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances
* Commitment to the aims and principles of SC, a good understanding of the SC mandate and child focus and an ability to ensure this continues to underpin our support

Desirable
* Language skills in Kurdish or Arabic is advantageous
* Experience or knowledge of working and living in the region
