JOB CONTEXT:
In Vietnam, Humanity & Inclusion (previously known as Handicap International) implement a rehabilitation project that aims at improving functionality and independence of persons with brain lesions through the strengthening of quality rehabilitation care. In order to do so, the project develops 4 main approaches:
· Strengthening of rehabilitation service delivery (equipping rehabilitation departments and units in hospitals; supporting the development of multidisciplinary, person-centred and evidence-based services; translation and validation of internationally recognized assessment tools and scales; strengthening discharge and transitional care from hospital to home, supporting house accessibility improvement and provision of assistive devices…)
· Building Human Resources’ capacities and skills (development of Continuing Medical Education modules; development and strengthening of professional education programs –bachelor and/or master for OTs and PTs; mentoring of rehab care providers through placement of volunteers…)
· Strengthening governance and networking (development of National Rehabilitation Guidelines; organization and/or participation to national and international conferences; improvement of managerial practices…)
The project is looking for a P&O Technical Officer in the framework of its multi-disciplinary approach/objective. S/he work closely with other technical officers responsible for rehabilitation, assistive products, independent living, house accessibility, Augmentative and Alternative Communication (AAC), etc.
YOUR MISSION:
Under the responsibility of the Chief of Party Admire Project, the Technical Officer contributes to the implementation of Humanity & Inclusion’s mandate and 10-year strategy. He/she contributes to the implementation of projects by providing technical expertise and ensuring that the quality and impact of the project concerned is optimised. He works closely with the programme’s technical team at national level and project partners.
The P&O Technical Officer will support existing orthopaedic workshops in order to improve their capacities in producing and providing orthotics, seats/positioning and other devices for persons with brain lesions (in particular children with Cerebral Palsy). She/he will be based in project partners’ sites (Orthopaedic workshop in Quang Tri and Hue) and HI offices.
Responsibility 1: You provide guidance and technical support to project in accordance with the overall technical frameworks and standards within your sectoral perimeter.
-You support the provision of orthotics, seats, positioning and other devices (local made or off-the-shelf; even by local artisans or carpenters) for persons with brain lesions. You will follow the necessary steps for provision of assistive products, including referral, assessment, prescription, funding and ordering, product preparation, fitting, user training, maintenance, repairs and follow-up.
-You recommend/support for re-organization of workshops: for example, design/layout of workshop, reorganization of equipment/machineries, recommend for repairing of necessary equipment, etc.
-You ensure that hygiene and security standards are respected. You respect and apply basic hygiene and security rules. You are responsible for the cleanliness and security of the equipment.
-You shows professional ethics, among others, respects patient’s privacy and confidentiality (only shares medical information with medical staff/people directly involved in patient’s care)
-You ensure coordination with the support services concerned when necessary.
-You ensure coordination and collaboration with the technical partners as delegated by the Country Manager.
-You adapt project documentation as required in accordance with global technical norms and standards
-You work closely with other Technical Officers (responsible for Rehabilitation and Reasonable Accommodation) to promote local-made solutions for assistive products, house accessibility, tools modification for activities of daily living, work-tool modification economic participation, etc.
Responsibility 2 : You provide technical learning from project and monitor and follow up activities and reporting
-You collect the elements necessary for lesson-learning or scientific documentation exercises
-You contribute to technical learning under the responsibility of the TUM, HQ referent or Country Manager based on good practice
-You contribute to the collection and analysis of technical data collected in conjunction with the MEAL officer.
-You contribute to regular reporting of the technical activities for which it is responsible as agreed with line manager.
-You contribute in the evaluation of user satisfaction and internal evaluation.
Responsibility 3: You ensure capacity building of local partners
-You contribute to or lead the necessary technical training in your field; you identify training needs, provides training sessions (theoretical, practical, study cases…) and mentor local staff on a daily basis
-You ensure standard tools for assessment to discharge and follow-up to ensure quality control of products and its use.
-You support workshop management: budgeting, procurement, stocking, inventory management, etc.
-You re-establish functional referral mechanism and follow-up services : to and from other departments, hospitals (provincial, district, community health centre, as well community
-You orient health and rehabilitation professionals on P&O services to promote multi-disciplinary services at local and national level
Responsibility 4: Others
-You take responsibility for the implementation of the goals determined in your personal IAP and of the stakes in the Job Description.
-You perform other functions and duties as the operation or exigencies of the project may require.
-With regard to the safeguarding of beneficiaries: you respect and ensure respect of institutional policies by the employees under your line-management
-You respect of global institutional and HR policies and local employment legislation
-You maintain technical representation at local hospitals, and at national level, in coordination with Country Manager.
YOUR PROFILE:
· You hold a degree in Prosthetist/Orthotist (ISPO Category I)
· You have a minimum of 2 years experience in your professional field, including experience abroad in low and middle-income countries
· You know the international standards of P&O profession
· You understand project management cycle
· You demonstrate strong pedagogical skills
· You are able to adapt your communication to your interlocutor (adult/child, intercultural communication)
· You show reactivity, team spirit and empathy
· You are solution-oriented and resilient to stress and uncertainty
· You are fluent in English
CHARACTERISTICS OF THE POSITION:
The position is based in Quang Tri (Central Region of Vietnam); however, the current project is a national project with activities in the national level (Hanio) and central province Hue (where regular trips need to be made). All in all, major cities in Vietnam (Hanoi, Ho Chi Minh and quite a few cities on the coastline) offer very good living conditions with low criminality and access to most services one could ask for. The main security concerns are road safety, natural disasters and diseases/health.
The project office is located at central of Dong Ha province so the living condition here is not as good as the Capital Hanoi (doesn’t have international schools/kindergarten, international hospitals, etc.) but still it is safe and convenient for expatriate with some large-supermarkets where goods come from Vietnam, Laos, and Thailand. The city is very clean, and the people there are amicable and kind.

· Salary from 2031 € gross/month upon experience
· Perdiem: 514,18 € net/month – paid in the field
· Paid leaves: 25 days per year;
· R&R: 11 days per year
· Position: open to couples : Support travel costs (air ticket & visa) for accompanying dependent and health/ repatriation insurance if the dependent has no income/
