Position Summary:
Creative is recruiting for an anticipated USAID regional program to mobilize private sector-driven solutions to address key development challenges, by building upon existing systems and networks to facilitate new or strengthened alliances and to mobilize Salvadoran and international private sector investment. The program will address key barriers to trade, investment, and access to capital, as well as to facilitate job creation for likely migrants, and support initiatives to prevent crime and violence and gender-based violence. This is regional program with operations in El Salvador, Guatemala, and Honduras with the base of operations in El Salvador.
The Private Sector Engagement (PSE) Advisor will lead public-private partnership initiatives by exploring, implementing and advocating for opportunities to engage the private sector and co-create solutions that address development challenges in the region. S/he provides technical expertise to establish long-lasting alliances and public-private partnership to address challenges and issues such as crime and violence, gender based violence, youth unemployment catalyzing locally led solutions and leveraging private sector resources and talent. S/he will also identify and establish relationships with potential businesses to form partnerships and maintain liaisons with both public and private partners that have committed support to the project and innovative win-win partnerships.
Reporting and Supervision:
The PSE Advisor will report to the Chief of Party (COP) or the Deputy Chief of Party (DCOP). The PSE Advisor will supervise a team of PSE experts in Guatemala, Honduras and El Salvador.
Expected Outcomes:
- Develops and maintains excellent relationships with critical clients and private sector partners;
- Dynamic representation of Creative before private and public-sector clients and critical audiences; and
- Achieves component deliverables.
Responsibilities
Primary Responsibilities:
- Provide technical leadership for the design, formalization and management of innovative public-private partnershipsand strategiesin coordination withprojectleadership andin consultation with relevant government agencies;
- Advise and assist in identifying, developing, structuring, executing,and financing of catalytic grants to the private sector;
- Provide technical assistance to field coordinators andstakeholders relative to the structuring of PPPs and negotiating catalytic grants agreements through extensive outreach and collaboration with private sector stakeholders and associations;
- Coordinate with other donors, local organizations,and government to ensure harmonizationindevelopmentof public-private partnerships andactivities;
- Monitor the development and implementation of policies and actions related to PSE issues;
- Conductpolicy dialogueswith Governments,the private sector, and other stakeholders to identify and address challenges to scaling up private sectorinvestmentin target countries;
- Support program components to leverage private sector support inactivities and assist in cross cutting themes;
- Engage the private sectorand other private entities to promote a culture of private support to improve trade and investment in the region and continent;
- Support implementation ofcore technical areas, in cooperation with the COP, other project staff, USAID and the regional and local governmentin all three countries; and
- Support the COP, DCOP and technical teams in identifying, reaching out to, and managing cooperation with stakeholders in the private sector,civil society, and national and local government, in the target regions in compliance with Creative and USG policies and procedures. Qualifications
Required Skills & Qualifications:
- Masters’ degree in business, economics,orotherrelevant field;
- At least ten (10) years of relevant work experience, in private sector development and a strong focus on development of partnerships with leading private sector companies and associations;
- Demonstrated experience with private sector relationships in the LAC region to advance the program results and objectives;
- Previous management experience with similar activities;
- Strong communication skills;
- Demonstrated capacity to form innovative win-win partnerships;
- Existing work authorization in El Salvador preferred;
- Proficient and fluent in English; and
- Native proficiency in Spanish is required.
