Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

The Global Compact for Safe, Orderly and Regular Migration was adopted at the Intergovernmental Conference to Adopt the Global Compact for Safe, Orderly and Regular Migration in Marrakech, Morocco, and subsequently endorsed by the General Assembly in its resolution 73/195 of December 2018. The Global Compact sets out a cooperative framework for achieving safe, orderly and regular migration, including 10 overarching guiding principles and 23 objectives with attendant actions and a process for its implementation, follow-up and review, as well as guidance for support from the United Nations system.

The Migration Multi Partner Trust Fund has directed resources towards the Joint Programme “Bridging Recruitment to Reintegration in Migration Governance: Philippines (BRIDGE)”, which seeks to support the implementation of the GCM at the request of the Philippines. In particular, the Government has identified Objective 6 (Facilitate fair and ethical recruitment and safeguard conditions that ensure decent work) and Objective 21 (Cooperate in facilitating safe and dignified return and readmission as well as sustainable reintegration) as priority GCM objectives, both of which are connected to the UN’s Sustainable Development Goal (SDG) Target 10.7 (Facilitate orderly, safe, regular and responsible migration and mobility of people, including through the implementation of planned and well-managed migration policies) and Target 8.8 (Protect labour rights and promote safe and secure working environments for all workers, including migrant workers, in particular women migrants, and those in precarious employment). Both the GCM Objectives and SDG Targets reflect the strategies laid out for Overseas Filipinos in Chapter 21 of the updated Philippine Development Plan.

In line with the GCM’s 360-degree vision and framed within the request of the Government of the Philippines (GoP), IOM is seeking to enhance the evidence base of policy processes and practices between the two areas of fair and ethical recruitment and sustainable reintegration This will be accomplished with GCM Objective 1 and its corresponding action points as a guide (Objective 1: Collect and utilize disaggregated data as basis for evidence-based policies).

Nature of Consultancy: IOM is seeking technical support for the UN Joint Programme “Bridging Recruitment to Reintegration in Migration Governance: Philippines (BRIDGE)” which seeks to support the GoP in achieving Objectives 6 and 21 through the lens of the GCM Thematic Area 4: Facilitating regular migration, decent work and enhancing the positive development effects of human mobility. This will involve a gap analysis, development of a national migration data strategy validated through multi-stakeholder engagement and the development of a feedback and monitoring system for reintegration programmes and subsequent training for all outputs.

Outcome 1 of the BRIDGE programme is fair and ethical recruitment and sustainable reintegration of migrant workers are promoted through a whole-of-government and evidence-based approach that is gender-responsive. BRIDGE seeks to accomplish this through a series of mapping and capacity-building exercises which the consultant will carry out. The consultant will conduct a review and mapping of the existing national migration data governance structure and identify areas for improvement. Based on these outputs, the consultant will create a national migration data strategy. In addition to these, the consultant will also create a feedback and monitoring system for government reintegration service providers and beneficiaries. All of these outputs will also be validated by stakeholders through the conduct of multi-sectoral consultations.

IOM Project to which the Consultancy is contributing: IOM is seeking a consultant to support the implementation of activities under the Bridging Recruitment to Reintegration in Migration Governance Programme (BRIDGE).

Core Functions / Responsibilities:

The consultant shall work independently with minimum supervision; however, specific guidance and reporting requirements from the project team in the IOM Country Office shall be followed.

Service to be provided

Seeking to improve migration data governance and the evidence base at national and regional levels, the consultant will be overall responsible for:

  • Review and gap analysis of migration data governance and management policies, practices, and frameworks across Philippine government agencies.
    • Mapping of government agencies producing migration data including data governance and management policies, methodologies, strategies and legal frameworks through desk review, interviews, and consultations.
    • Analyze gaps in migration data governance or management and produce policy recommendations, and identify capacity-building needs across government agencies, taking into account the Philippine context, the GCM and the SDGs.
    • Facilitate multi-stakeholder meetings to validate initial findings.
  • Development and validation of a national migration data strategy.
    • Draft a national migration data strategy and action plan with the aim of improving migration data governance and management and enhancing quality, timeliness, availability, and comparability of data based on international standards.
    • Facilitate multi-stakeholder meetings to validate the developed strategy.
    • Consolidate feedback of validation and finalize the strategy for publication
  • Development of a feedback and monitoring system for reintegration service providers and beneficiaries.
    • Development of feedback and monitoring tools within a system for the use of reintegration service providers.
    • Validation and testing of the developed tools and system
  • Development and conduct of training based on the finalized national migration data strategy and action plan to government end-users

Note: At the onset of the service, the IOM project team will set an inception meeting to review deliverables and approaches. Upon inception, IOM will set reporting requirements such as regular check-in calls and meetings.

Payment of the service fee will be made upon accomplishing the deliverables, as follows. Each payment is subject to the submission and approval of the corresponding deliverable.

Realistic Delivery Dates and Details as to how the work must be delivered

At the onset of the service, the project team will set an inception meeting with the selected consultant to go over deliverables and measurable outcomes and/or inputs. An inception report will be submitted by the consultant afterwards, detailing specific tasks and deadlines.

Required Qualifications and Experience

Project/programme experience at the national and international level relevant to the scope of work listed above is preferred. Samples of previous work and publications may be requested in the selection process. Knowledge and familiarity with data governance and data management, as well as migration issues and international documents such as the GCM and SDGs, are a major advantage.

Languages

English and French are the working languages of the UN Secretariat. For this position, fluency in English is required. Knowledge of a second official UN language is desirable.

Note

The consultant must adhere to the International Organization for Migration (IOM) Data Protection Principles (IN/138) and maintain confidentiality.

The consultant will be responsible to follow IOM writing guidelines and latest glossaries in all given assignments for accurate translation.

IOM is an intergovernmental organization, and as such is exempted of all taxes in the Philippines. Therefore, it is not obligated to retain any taxes that should be owed to the Government of the Philippines as part of the execution of this contract. It is the sole responsibility of the contractor to comply with any fiscal obligations that might be applicable.

The ownership of intellectual products developed during this project will be shared with the government entities partaking in its creation, as well as IOM’s regional office. Government agencies and the cooperating agency must be warranted visibility and recognition, through the use of their logos in every document and any other material that might be a result of these intellectual production.
