Engagement Manager, USG At Catholic Relief Services

Job Description:

The USG Engagement Manager is a senior-level leadership position within IDEA and the head of a four-person unit within IDEA Department’s Donor Engagement and Strategic Partnerships (DESP) team. The Engagement Manager will also have responsibilities that encompass donor engagement and resource
acquisition, with a particular focus on understanding and advancing agency interests across various departments with the USG. The Engagement Manager will keep abreast of USG trends, themes, interests and, in collaboration with the Government Relations and Policy teams, Regional and Country Program teams, with strengthen CRS’ approach to engagement with the USG across all countries.
The Engagement Manager works in coordination with Government Relations and Policy, the wider business development community, Project Support and Delivery Team (PSDT), Program Impact and Quality Assurance (PIQA), Country and Regional program offices and Humanit
arian Response Department (HRD) to reinforce existing relationships with USAID, gather intelligence on donor priorities, explore new funding mechanisms and opportunities, and build organizational capacity in these areas.
Roles and Key Responsibilities

  1. Co-develop and manage an age

    y-wide engagement agenda for the USG
    :
  2. Keep apprised of general changes within USG foreign assistance, including new priorities, funding mechanisms, organizational changes, general differences between agencies, new trends in solicitations, etc. and disseminate out to agency.
  3. Serve as IDEA primary point of contact with Government Relations and Policy to support and develop advocacy priorities with USG.
  4. Contribute to the establishment of CRS priorities with the USG.
  5. Help understand legislative changes and how they may impact CRS’ programming.
  6. Serve as representation to high levels of USAID.
  7. Serve as focal point at CRS for the New Partnership Initiative (NPI) and other inter-departmental initiatives as they arise at USAID.
  8. Keep apprised of executive-level foreign assistance policy, both thematic and geographic.
  9. Work with PIQA, CPs, Government Relations and others to support advocacy efforts und

    ken by CRS.
  10. Manage Team:
  11. Manage team of professionals, who serve as points of contact for key USG agencies like USDA, USAID/BHA and USAID Global Health.
  12. Organize team roles and evaluate employee performance.
  13. Assist with new employee onboarding and their professional development.
  14. Perform and/or manage donor engagement support for key USG offices that could include:
  15. Dept of State (DoS) /Bureau of Population, Refugees and Migration (BPRM),
  16. Dept of Labor (DoL),
  17. Bureau for Development, Democracy and innovation (DDI), and
  18. Representation
  19. Represent CRS at key external meetings, events and sector/relevant groups, including delivering presentations/briefings to senior donor representatives, forums and sector groups.
  20. Lead/support the delivery of profile-raising activities and events.

      dge Management and Learning (KML) about the CRS engagement with the USG:*
  21. Collect information from across the CRS departments conducting engagement with the USG and be a centralized source of information on that work,
  22. Ensure that USG institutional engagement is actively updated in CRS client relationship management systems
  23. Maintain an active USG donor engagement community of practice.
  24. Contribute to internal communications about USG priorities and CRS engagement.

Education and Experience –

  • Advacned degree in international development or related field.
  • Minimum 10 years of relevant experience, including team management/supervision, development/humanitarian implementation, advocacy with the US government.
  • At least two years of experience traveling and working in low-resource settings.
  • At least two years of supervisory experience.li>

    At least two years donor engagement experience.

  • Knowledge/familiarity with strategic foreign assistance priorities of USAID, USDA, CDC and/or DoS.

Travel  Ability and willingness to travel to DC/Baltimore and low-resource environments as needed, up to 30% of job time.

Preferred Languages – Proficient in French, Spanish, or Arabic.

*Basic Qualifications:*

  • Master’s Degree in International Development, International Relations, or another relevant field preferred; equivalent experience acceptable.
  • Minimum of seven years of international development experience
  • Three years’ experience in a developing country preferred.
