Background information

Terre des hommes is committed to delivering sustainability and impact for lasting change in the conditions of vulnerable children. Tdh primarily focuses on child protection and mother-child health, but when necessary, also engages in emergency responses to humanitarian crises. Specific interventions contribute to:

· Strengthening protection mechanisms for child migrants

· Supporting victims of exploitative child labor

· Supporting juvenile justice systems to reduce the number of children in detention

· Improve access to basic health services and to establish a protective environment for the most vulnerable children during major humanitarian crises

Terre des hommes Jordan (Tdh) was established in 2007 in response to the Iraqi refugee crisis. Since then the program has evolved into responding to various emergencies that have afflicted the country at different periods in time, including the Syrian refugee crisis. In 2013 the organization established a Juvenile Justice program, focused on protecting the rights of children in conflict with the law aiming to create a child friendly juvenile justice system in Jordan. Currently the program works with the Syrian refugees’ camps, urban Syrian refugees and vulnerable host communities through several child focused interventions.

Terre des hommes Jordan (Tdh) focus has been on:

· Enhancing the well-being of the child and their family (through social assistance and social protection)

· Building the capacity of the national and local actors to ensure a protective child-friendly environment

· Empowering the child’s role in his community (non-formal education, social cohesion, youth committees, community-based child protection committees)

As part of its 2018-2020 Strategy development, Tdh Jordan has undertaken an internal planning process, which included, among others, a situation analysis on issues related to children and youth. As a result of this planning process, and as a result of the impacts of the Covid-19 Pandemic on Jordan, Tdh Jordan defined that child labor, child marriage, violence against children and prevention of violent extremism amongst youth are the four priority thematic child protection issues that it wishes to tackle across the Migration and Access to Justice programs in Jordan.

In 2018, to further inform future programming, Tdh Jordan commissioned research to understand the phenomenon of child labor in the country in more detail, both among Jordanians and Syrian refugees. This report summarized the findings of the research and provided recommendations at the programmatic, policy and service provision level on how to respond to the child labor phenomenon in Jordan. With the impact of Covid-19, Tdh adapted the modality of service provision throughout 2020. Now, in 2021, and with the continuing impacts of Covid-19, Tdh wishes to conduct a new assessment to ensure that our programming and approach continue to remain relevant to the specific needs of beneficiaries in Jordan.

Purpose of the assignment

Tdh Jordan is seeking to contract a consultant to deliver two key tasks:

Task 1: Conduct a child labor situational analysis in Jordan, taking into consideration the impacts of the Covid-19 pandemic and subsequent Defense Orders.

Task 2: Renew the Tdh current Model of Action on tackling child labor with consideration of Covid-19 and associated impacts.

Note that prospective applicants must meet the Requirements for the Consultant, as detailed below, and be able to demonstrate these to Tdh.

The process will explore the current context, including challenges and effects of Covid-19 pandemic mitigation strategies in a systematic manner in alignment with Tdh Jordan’s areas of interest and outline opportunities for new interventions and expansion.

Timeline

The situational analysis will need to be conducted within November 1, 2021 and January 30, 2022.

The consultant should provide a specific time frame for the main deliverables. However, the non-negotiable milestones to be factored in are as follows:

Task 1:

· Presentation of desk study findings

· Presentation of mid-way point and findings so far

· Presentation of final findings

· Submission of first draft of report

· Submission of final draft of report

Task 2:

· Submission of first draft of the updated Model of Action

· Presentation on the updated Model of Action

· Incorporation of Tdh Feedback

· Submission and presentation of the updated Model of Action

Specific Objectives

The assignment consists of two tasks, as described. Task 1 consists of conducting research to analyze the situation of child labor in Jordan with reference to impacts on child labor as a result of the Covid-19 pandemic and associated mitigation efforts. Task 2 consists of revising Tdh’s Model of Action to tackle Child Labor in Jordan, including addressing impacts of Covid-19.

Task 1: The Child Labor Situation Analysis research should include (but is not limited to):

  • Incidence and trends of Child Labor in Jordan​: To provide an analysis of the prevalence of working children (both children involved in child labor and those involved in hazardous work), including hidden forms of child labor.
  • The profile of children affected by Child Labor​: To collect information on the profile of working children, siblings and their families including but not limited to:

· their nationality and demographic composition (details by age/sex/ethnicity/marital status/disability status/orphanhood/literacy and educational status);

· classification by type of work/sector of economy, earnings, and weekly hours of work.

· reasons for not attending school/reasons for working.

· Prevailing sectors employing children: To identify the prevailing sectors of economy, forms of child labor and geographic distribution of the phenomenon per region/governorate and district in Jordan.

· Determinants of Child Labor: To analyze the push and pull factors of child labor in Jordan and its underlying causes leading to the persistence of child labor.

· Child protection and wellbeing risks: To identify the specific child protection and wellbeing risks related to engagement of children in child labor in Jordan.

· Institutional Response to Child Labor: To analyze the extent to which the current services and social protection system in Jordan is responding to the needs of the working children, conduct a mapping of actors and existing actors and identify the gaps.

· Recommendations and Conclusion: To provide recommendations at the program, policy and service provision level on how to respond to child labor phenomenon in Jordan.

Task 2: The renewal of Tdh’s Model of Action report should include (but is not limited to):

· Background on legal instruments and applicable national and international laws.

· Overview of context and types of work associated with children.

· Overview of push and pull factors impacting on Child Labor situation.

· Reviewing current approaches in tackling child labor through Tdh’s three-pronged axes (Prevention, Response and Advocacy). Including renewing of Tdh’s matrix of interventions per axis.

· Reviewing of Tdh’s Logic of Intervention on the short-, medium- and long-term settings.**

Suggested methodology

Task 1: The situational analysis report suggested methodologies are as follows:

· The study shall include both primary and secondary data research methodologies, including a desk review of both internal and external resources.

· The study should cover geographical locations in the north, center and south of Jordan, however the specific geographical areas of focus for the purpose of the study will be selected following the desk review phase, in consultation with Tdh program team.

· The consultant team should propose appropriate research methods as part of their proposal. Tdh will provide significant input throughout all the processes of this assignment.

· The study should collect significant amounts of quantitative and qualitative data that will be shared with Tdh in raw form, as well as refined form by the consultants.

Task 2: The renewal of Tdh’s Model of Action suggested approach is as follows:

· Analyzing the content of the report for its relevance to Tdh’s existing models.

· Development of Recommendations

· Presentation to Tdh Jordan management on the key findings.

· Mid-way update on progress and changes to the research plan and the renewal of the Model of Action.

Key deliverables

Task 1: Completed Situational analysis research report.

Task 2: Renewed and updated Tdh’s Model of action Report/Document

Requirements for the consultant

The consultant should meet the following conditions, qualifications, and experience:

· The consultant will be required to be in-country to conduct the situational analysis

· Sound knowledge in Child Protection programming with previous experience conducting national level situational analyses.

· Familiarity with the Jordanian context and previous working experience with the Syria Crisis and the region would be an advantage.

· Familiarity with impacts of Covid-19 on Jordan

· Ability to analyze, synthesize, and communicate

· Demonstrated experience with Survey CTO and Power BI

· Ability to support collaborative analysis and e-learning processes

· Fluency in Arabic and English
