1. General Background:

The Resettlement Unit in MENA Bureau provides oversight, coordination, and support on protection and for solutions Algeria, Bahrain, Egypt, Iraq, Israel, Jordan, Kuwait, Lebanon, Libya, Mauritania, Morocco, Oman, Qatar, Saudi Arabia, Syria, Tunisia, United Arab Emirates and Yemen, with functional oversight of Turkey for the Iraq and Syria regional responses. The MENA region is multi-faceted, and the support required by Operations is similarly diverse. The region is composed of several very different protection and durable solutions environments with distinct characteristics that require contextual attention. Depending on the needs of operations, support may include an array of tailored activities with the overall goal to ensure resettlement is efficient, sustainable and predictable, without compromising the quality and integrity of case processing.

2. Purpose and Scope of Assignment:

In 2021, with overall increased resettlement needs, MENA protection service has also observed an increase in resettlement places offered by the States.

Associate Resettlement Officer will perform the following tasks:

  • Support in regional coherence and capacity building within review process mainly for complex and sensitive cases.
  • Provide guidance on review priorities, manage communication around pre-Mission Questionnaires and Quota info dissemination for Country Offices in the MENA region.
  • Undertake quota monitoring and tracking against targets of Country Offices in the MENA region, with flagging of delayed quotas to Regional Resettlement Officer.
  • Support in liaison with resettlement countries and Country Offices on timelines and submissions for existing quotas.
  • Remain closely engaged with Country Offices, identify systemic issues which need to be addressed, best practices and regional repository.
  • Review and provide timely feedback and guidance on resettlement submissions prepared by the Country Offices to harmonize quality and consistency.
  • Guide and support the Country Operation Focal Points with preparation and finalization of their focal point responsibilities.
  • Support the implementation of UNHCR’s global resettlement policies, procedures and guidelines in the MENA region.
  • Contribute to the development and enhancement of policy and guidelines for practices.
  • Assist in the production of up-to-date and accurate statistics, analytical reports on resettlement, updates and briefing notes, including with regard to the trends, the region’s performance in meeting resettlement targets, challenges and responses.
  • Perform other related duties as required.

3. Qualifications and Experience:

a. Education:

  • Bachelor’s degree in relevant area (e.g., law, political science, social sciences, or related areas of study) (required)
  • Master’s degree (desirable)

b. Work experience:

  • 3 years relevant experience with Undergraduate degree; or 2 years relevant experience with Graduate degree; or 1-year relevant experience with Doctorate degree in international refugee law, international humanitarian law or international criminal law and/or policy and related fields (required), including experience at the international level;
  • Demonstrated knowledge and understanding of UNHCR RSD/ RST policies and procedures (required);
  • Prior experience working with UNHCR in RST (strongly desirable);
  • Prior experience in UNHCR processing of complex cases (desirable).
