Context:
There are approximately 1.8 million Internally Displaced Persons (IDPs) in Iraq (out of a total of 6 million persons displaced during the height of the conflict); more than 4 million people have returned to their communities but return rates have levelled out in recent months. Of those who remain displaced, over half have been displaced for more than three years. Although major efforts are underway to rebuild the country and jumpstart local economies, significant barriers to return endure, including security concerns; lack of social cohesion; issues related to civil documentation; lack of livelihoods; and destroyed or damaged housing.
Displacement often results in the loss or destruction of personal documentation and civil- and other registries. Lack of documentation and other means to prove one’s identity can have serious consequences for individuals and communities, including restricted freedom of movement, limited access to life-saving assistance and services, and additional hurdles to return to areas of origin and rebuild/rehabilitate their houses.
Community Stabilization Unit (CSU) aims to address the drivers of conflict and displacement through a community driven and led approach to promote resilience, social cohesion, and improved mental and emotional wellbeing in target areas. Through six integrated pillars: (i) Social cohesion, (ii) Mental Health & Psychosocial Support (MHPSS) and Protection, (iii) Livelihoods, Community Service and Quick Impact Projects, (v) Housing, Land and Property rights (HLP) and (vi) counter-violent extremism and Prevention of Violent extremism programming, IOM’s stabilization programme supports IDPs and returnees to regain a sense of safety and security, increase self- and community efficacy, and develop tools to deal with the past and regain hope and agency in the future.
Under the overall guidance of the Deputy Chief of Mission in Iraq and direct supervision of the Head of the Community Stabilization Unit (CSU), the successful candidate will be responsible for the management and implementation of all components related to the provision of legal support within the Unit’s interventions and most specifically the “Housing, Land and Property rights” portfolio in Iraq.
Core Functions / Responsibilities:
- Oversee implementation of CSU’s provision of legal services and HLP programming in Iraq within all project with a shelter rehabilitation component, implemented either directly by IOM or through IOM’s Implementing partners (IP) country-wide.
- Develop and coordinate training modules and materials on legal aspects and HLP for IOM’s team and IPs based on the identified needs of CSU HLP staff and gaps in their technical capacity to deliver HLP and HLP-related support to the communities they serve under the relevant program.
- Develop, establish, and oversee a case management system for the management of cases arising from the different projects with components on HLP or provision of legal services project, cases, and the overall satisfaction of beneficiaries.
- Supervise, manage and mentor CSU’s legal and HLP staff (national and international) on technical work and strategic issues related to HLP and HLP-related support.
- Lead the different research products commissioned by IOM related to legal instruments in place in Iraq, as well as the different bylaws, legal precedent and traditional practice that impact IOM’s efforts addressing the drivers of conflict and displacement. These research products might involve direct supervision of in-house researchers and data-collection officer or coordination of external partner or universities.
- Provide programmatic, technical and policy inputs into any other activities within the Community Stabilization Programme requiring provision of legal services and HLP expertise and assistance. Take action and/or make recommendations to advance CSU objectives, both internally and with international and national counterparts.
- Lead and manage the development of relevant CSU provision of legal services and HLPprojects, proposals, plans and strategies.
- Coordinate with CSU’s Capacity Building team to provide technical expertise and advice, and develop tailor-made training modules on legal aspects to civil society organizations (CSOs), Disabled People Organizations (DPOs) and grass-root organizations in Iraq.
- Provide advice, assessments and updates on program issues, including regular risk analysis and actions for operational improvements.
- Prepare a lessons learned report following delivery of all trainings and deliverables under the different projects where these components are present.
- Represent IOM at HLP working group meetings and other relevant fora, developing partnerships with governmental and non-governmental stakeholders to ensure strong coordination, information sharing, and government involvement.
- In coordination with the Head of CSU and the Project Development and Support Unit(PDSU), establish, maintain and strengthen liaison with donors to present progress of activities, resolve issues and challenges, mobilize funding, and develop new activities.
- Prepare project proposals, narrative and progress reports, cost modifications, and public information material, as required by project donor(s) and/or IOM.
- Ensure gender, Disability Inclusion and protection mainstreaming within all project activities.
- Undertake duty travel as required.
- Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Masters’ degree in Law, Political or Social Sciences, International Affairs, or a related field from an accredited academic institution with five years of relevant professional experience; or
• University degree in the above fields with seven years of relevant professional experience.
Experience
• Experience in the design and/or implementation of component related to the provision of legal services in the region (required);
• Proven experience working on Housing, Land and Property issues, including compensation, establishing ownership, as well as registration of civil and HLP documentation (required);
• Experience in communicating and working with a wide range of actors, including people of culturally diverse backgrounds, government and authorities, humanitarian actors (UN agencies and NGOs);
• Experience in capacity building of local organizations and/or government partners (desired); and,
• Experience of working in non-permissive security environments.
Skills
Proven ability to supervise, train, and direct staff and manage operations in complex post-conflict contexts (required).
Languages
IOM’s official languages are English, French, and Spanish.
External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).
For all applicants, fluency in English and Arabic is required (oral and written). Working knowledge of Kurdish or Turkish is an advantage.
